TITLE VI PROGRAM MANAGER

General Functions
  

The Title VI Coordinator, will be responsible for facilitating the creation, development, management, and implementation of Orange County Government's Title VI Nondiscrimination efforts to ensure effective service delivery for individuals who are Limited English Proficient (LEP).

Work is performed under the general direction of County Administration and considerable independent judgment, discretion, and initiative is exercised in carrying out daily activities. Work is reviewed based on accuracy, timeliness and effectiveness of results and goals achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Serve as the County's designated Title VI Nondiscrimination Coordinator
  • Ensuring meaningful access to the organization's activities, programs, and services are provided to Limited English Proficient (LEP) individuals.
  • Oversee enterprise-wide policy development, Limited English Proficiency (LEP) services, activities, and programs.
  • Lead public outreach, program evaluation and monitoring, annual reporting, and public engagement and notification associated with Title VI compliance activities.
  • Manage the county's professional services contract(s) to evaluate the County's Title VI compliance and recommend appropriate compliance strategies, including public engagement.
  • Act as primary point of contact for Title VI Nondiscrimination complaints.
  • Lead the County's interdepartmental Title VI Compliance Team and conduct staff training on applicable federal regulations, County SOP's, and best practices
  • Monitor and evaluate equal opportunity and nondiscrimination efforts in all County programs and
  • Collect and record annual goals/accomplishments in Title VI nondiscrimination program
  • Complete other Title VI Plan tasks, including implementation of the County's Title VI Compliance project
  • Coordinate with all County departments to ensure the provision of services and products for residents with Limited English Proficiency in compliance with Title VI and related federal guidance.
  • Review Title VI Policy and Plan annually for potential revisions and update the Title VI Nondiscrimination Policy and Plan every three years as required by the Florida Department of Transportation for Local Agency Program participation; and
  • Provide LEP Inventory Report annually.
  • Lead department/ division efforts to engage LEP individuals and provide oversight to ensure compliance with the organization's Title VI Nondiscrimination Policy, Plan, & Language Assistance efforts.
  • Provide reporting and accounting on department/division nondiscrimination efforts and touchpoints with LEP individuals.
  • Manage standing interdepartmental compliance committee meeting for Title VI Department Liaisons to provide consistent and quality reporting on compliance initiatives.
  • Maintain a current database and archive of vital documents, communications, public notices, and any material produced by the department/division in languages other than English.
  • Maintain a directory of bilingual and multilingual staff to serve as an internal resource when encountering LEP stakeholders.
  • Convene Limited English Proficiency (LEP) Stakeholder Group inclusive of community nonprofits and faith-based organizations representing residents who speak a variety of languages.
  • Determine necessary resources for continued implementation of LEP Policy & Plan.
  • Market LEP services to stakeholders.
  • Ensure all vital documents and communications platforms are available and accessible in designated languages.
  • Create a sustainable data collection, monitoring & reporting process by which the organization can track progress towards LEP goals in real time.
  • Perform other duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution and four (4) years of progressively responsible professional experience in diversity and inclusion, equal employment opportunity, organizational development, or human resources management, to include a minimum of three (3) years of administrating a Title VI Compliance program or a similar federal nondiscrimination compliance program. Additional years of experience may substitute for the degree requirements on a year -for-year basis.

 
Preferences
  

A degree in Human Resources, Ethics Studies, Public Administration, Business Administration or related field. Experience investigating Title VI complaints and/or discrimination complaints.
