ENVIRONMENTAL PROGRAM SUPERVISOR

General Functions
   Work is advanced technical, administrative and supervisory tasks in support of an environmental management program, requiring extensive knowledge of County, state, and federal environmental regulations. Work is characterized by independence and responsibility to exercise initiative, and carry all assignments through to completion. Sets program goals and assigns tasks to staff. Performs supervision and technical leadership of personnel. Performs field activities, reviews environmental documents, provides regulatory oversight, and takes enforcement action as needed.
 
Representative Duties /Assignments
   Specific duties will vary, based on area of assignment.
  • Manage the responsibilities of a particular program including supervision of the program team to ensure that contract obligations, and Division and County objectives are achieved in an effective and efficient manner.
  • Advise the Environmental Protection Officer (Manager), Senior County staff, and Commissioners on environmental issues.
  • Direct and conduct complex inspections, investigations, and permitting issues.
  • Coordinate activities with outside agencies to provide for comprehensive enforcement and/or permitting in cases involving multiple jurisdictions.
  • Train new staff in proper procedures and techniques.
  • Assist less experienced staff with permitting and enforcement issues
  • Meet with violators to resolve non-compliance conditions on a voluntary basis; prepares administrative consent agreements; monitors the activities of violators to ensure compliance with terms of consent agreements.
  • Prepare and participate in the presentation of noncompliance cases to the Code Enforcement Special Magistrate, Environmental Protection Commission, and/or County Attorney's Office.
  • Testifies as an expert witness in hearing on environmental issues.
  • Direct and participate in studies, surveys, and specialized research.
  • Analyze environmental data for violations and significant trends.
  • Investigate complaints and perform fieldwork as needed.
  • Attend public meeting and provide public assistance.
  • Perform other related duties as assigned.
 
Minimum Qualifications
   Graduation from an accredited four-year college or university with a Bachelors Degree including major course work in Environmental or Civil Engineering, the natural sciences, or a related field and five years of progressively responsible environmental experience. A Masters degree may substitute for two years of experience.

Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
 
Preferences
   Knowledge of supervisory principles and practice. Knowledge of public relations and customer service skills.

Based on area of assignment, may be required to possess and maintain a valid Florida Operator's license.
