General Functions |
|
Work is advanced technical and supervisory tasks in support of an environmental management program, requiring extensive knowledge of County, state, and federal environmental regulations and is characterized by considerable independence and responsibility to exercise initiative, and carry all assignments through to completion. Provides assistance to the Environmental Program Supervisor or other assigned supervisor. Performs supervision and technical leadership of personnel, field activities, reviews environmental documents, provides regulatory oversight, and takes enforcement action as needed. |

Representative Duties /Assignments |
|
Specific duties will vary, based on area of assignment.
- Acts as team lead to ensure that contract obligations, and Division and County objectives are achieved in an effective and efficient manner.
- Directs and conducts complex inspections, investigations, and permitting issues.
- Coordinates activities with outside agencies to provide for comprehensive enforcement and/or permitting in cases involving multiple jurisdictions.
- Train new staff in proper procedures and techniques.
- Assist less experienced staff with permitting and enforcement issues.
- Meet with violators to resolve non-compliance conditions on a voluntary basis; prepares administrative consent agreements; monitors the activities of violators to ensure compliance with terms of consent agreements.
- Prepare and participate in the presentation of noncompliance cases to the Code Enforcement Special Magistrate, Environmental Protection Commission, and/or County Attorney's Office.
- Direct and participate in studies, surveys, and specialized research.
- Analyze environmental data for violations and significant trends.
- Investigate complaints and perform fieldwork as needed.
- Attend public meeting and provide public assistance including teaching.
- Performs other related duties as assigned.
Specialized Duties of Position with Specific Environmental Teams
Storage Tank Compliance Conducts inspections of facilities with pollutant storage tanks, including a physical inspection, examining required records, and determining facility compliance with Chapter 62-761 and 62-762 Florida Administrative Code. Must be a certified tank inspector or able to obtain certification within one year of hire.
Petroleum Clean-up Performs project management of all phases of petroleum cleanup activities including Pre-Approval/Non-Program/Voluntary Cleanup. Review and comment on technical reports submitted by environmental consultants for conformance and completeness pursuant to Chapter 62-770 and Chapter 62-777 Florida Administrative Code.
Air Quality Conducts inspections of industrial and other air-related sources to determine regulatory compliance. Performs visible emissions observations and monitors stack tests. Responsible for the ambient air-monitoring program. Performs scheduled maintenance, calibrations, verifications and audits of ambient samplers and ancillary equipment. Performs quality assurance checks and data quality monitoring.
Compliance & Waste Management Performs a variety of environmental related inspections including landfill, wastewater, hazardous waste, and others related to environmental impacts. Responds to complaints. Required to participate in periodic "on-call" emergency response duty.
Lake Management Gathers limnological and water quality data and prepares related reports. Develops scopes of work and manages water quality improvement projects and contracts and reviews technical reports related to lake management. Develops budgets for special taxing districts. Attends water advisory board meeting and community meeting.
Environmental Permitting and Compliance Reviews environmental permit applications and non-compliance cases to ensure compliance with County rules and regulations. Negotiates with consultants and applicants to minimize environmental impacts. Identify, delineate, and permit impacts to wetlands and surface waters.
NPDES Conducts field inspections & responds to complaints regarding industrial facility and construction site stormwater discharges. Investigates discharges to surface waters. Reviews discharge monitoring reports and pollution prevention plans. Acts a lead for NPDES permit compliance including writing the NPDES annual report.
Ecological Assessment Team Performs environmental sampling of surface water and soil. Sampling occasionally performed in difficult conditions including inclement weather and habitat. Operates boats and trucks. Ensures sampling methodologies comply with SOPs. Maintains and orders sampling equipment as necessary. Provides support to LIMS administrator and biological analyses.
Environmentally Sensitive Land Evaluates the biological components of potential acquisition parcels. Develops passive recreational opportunities on Environmentally Sensitive Land (ESL) properties. Develops and implements land management plans for ESL parcels. |

Minimum Qualifications |
|
Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, the natural sciences, or a related field and four years of progressively responsible environmental experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.

Based on area of assignment, may be required to possess and maintain a valid Florida Operator's license.
