General Functions
  

Manages a diverse group of environmental and administrative professionals with responsibilities in air and surface and ground water quality; regulating hazardous waste, solid waste and petroleum storage tanks; remediating contaminated sites and waterbodies;, pollution prevention and control;, permitting impacts to natural resources; acquiring and managing environmentally sensitive lands; reviewing land development plans and commercial plans; stormwater compliance; education and outreach for businesses and residents; and resolving violations. Interacts frequently with environmental groups, government agencies, elected officials and the public regarding environmental issues.

Work is performed with considerable independence under the general direction of the Director, Planning, Environmental, & Development Services Department. Work is reviewed through comparison to established performance-based metrics; achievement of annual goals and objectives; trends in air, water, and other natural resources quality and quantity; scientific studies; observations; reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Develops strategic plans, goals, objectives, initiatives, policies, and operational procedures and tracks progress.
  • Presents policy issues and recommendations to the Board of County Commissioners on environmental permit issues, ordinance changes or other matters of public policy as it relates to the Division’s programs and environmental issues.
  • Meets with the Mayor, County Commissioners, County Administration and other senior staff, and attends Board meetings as needed to provide information on environmental quality, impacts, and permits, and other issues related to the environment.
  • Acts as Environmental Protection Officer and enforces the provisions of Chapter 15, Environmental Control Article V of Chapter 32, Solid Waste Management, and Chapter 33, Special Districts of County Ordinances.
  • Adopts policies and procedures to ensure professional, efficient, and effective customer service.
  • Prepares and manages the Environmental Protection Division budget and ensures the effective delivery of services and compliance with established fiscal policy guidelines.
  • Manages Division personnel matters to include hiring, discipline, training and development, performance appraisals and related activities.
  • Develops and oversees implementation of effective programs for community outreach, education, and engagement.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Advanced degree in a scientific field, law, public administration or business administration with an emphasis on environmental studies and a Bachelor’s degree in engineering, biology, environmental sciences, other natural sciences or a related scientific field from an accredited institution and seven (7) years of environmental protection experience, to include three (3) years in a supervisory role. A Bachelor's degree in a related scientific field and a Professional Engineer license along with two additional years of experience may substitute for the Master's degree.

A thorough understanding of federal, state, and local environmental regulations. Experience in reviewing field investigations, permits, and staff reports. Experience in violation resolution and negotiations with responsible parties and permit applicants.

Experience in administration to include budgeting, contract and personnel administration.
