General Functions |
|
This position is responsible for providing services and programs to Orange County's unincorporated neighborhoods. It is responsible for implementing the goals and objectives of the County's Neighborhood Element to the Comprehensive Policy Plan. The position oversees a division, which involves neighborhood planning, outreach, community organizing, grants programs and meeting facilitation.
Work is performed with independence and initiative under general supervision by the Director, Family Services. Performance is reviewed through observations, conferences, reports and results achieved.

Representative Duties /Assignments |
|
- Implement the goals, policies and objectives of the Neighborhood Element of the Countys Comprehensive Policy Plan. Reviews and coordinates updates to the plan and Neighborhood Element at least every five years for consistency with the other Elements.
- Develops, implements, and recommends changes to policies, programs and goals to the Department Director.
- Establishes and oversees various neighborhood outreach programs that assist citizens in forming neighborhood organizations and addressing neighborhood level problems.
- Continues to develop the Neighborhood Organization Directory and recommends GIS data layer updates.
- Creates and oversees the implementation of the various neighborhood grants programs.
- Oversees the Safe Neighborhood Program and the expenditures from the Crime Prevention Fund.
- Establishes partnerships that benefit Orange County's unincorporated neighborhoods, including building and maintaining relationships with other local governments throughout the state that have neighborhood services offices.
- Works with elected officials to implement projects and identify solutions to address neighborhood level problems. Prepares items for the Board of County Commission agenda.
- Prepares and oversees the Division budget and monitors expenditures.
- Oversees personnel matters including hiring, discipline, training and development and performance appraisals.
- Performs other duties of a comparable level as assigned by the Director or their designee.

Minimum Qualifications |
|
Bachelors degree from an accredited institution in Urban Planning, Public Administration or Non-Profit Administration, and five years of experience in comprehensive neighborhood planning and organizing, and creating, managing and overseeing grants programs.
Knowledge of Florida's growth management laws and State laws pertaining to homeowner associations and non-profit organizations. Must demonstrate experience or training in large and small group facilitation.

Experience collaborating with senior management and/or elected officials.
Ability to facilitate large and small group meetings and/or trainings.
American Institute of Certified Planners (AICP) or other appropriate certifications.
Knowledge of GIS systems.
