NEIGHBORHOOD SERVICES PROGRAM MANAGER

General Functions
  

Supervises and collaborates with a team of professional staff in the planning and implementation of neighborhood improvement, resident education, and community outreach programs.  Manages programs that beautify Orange County neighborhoods and builds organizational capacity. This position also provides training for neighborhood leaders with forming new community organizations and administers a grant program for neighborhood improvement projects.

Work is performed with considerable independence under the Neighborhood Services Manager. Performance is reviewed through observations, reports and results achieved.

 
Representative Duties /Assignments
  
  • Supervise employees in the section. Develop and train staff on neighborhood outreach and grant management strategies.
  • Develop new programs and refine existing programs to enhance the County's communication and rapport with residents and neighborhood organizations.
  • Provide updates to the Division Manager and other team members regarding new and changing strategies to social, neighborhood improvement, and organizational building.
  • Coordinate information to be distributed to neighborhood organizations prior to and immediately after a state of emergency as part of the Emergency Support Function.
  • Coordinate and advise appropriate county staff regarding specific neighborhood issues and concerns.
  • Prepare and deliver presentations to residents, neighborhood organizations, professional organizations, and decision making bodies
  • Work with neighborhoods to identify neighborhood issues and educate residents about county resources available.
  • Develop relationships with municipalities and outside agencies to revitalize neighborhoods and assist neighborhood organizations.
  • Requires night and weekend meetings and the ability to work with challenging personalities.
  • Other related duties as assigned.
 
Minimum Qualifications
  

Bachelor's degree from an accredited institution in in Business Administration, Public Administration or other closely related field and four years' experience working with residents and neighborhood organizations in implementing projects or community redevelopment initiatives.

 
Preferences
  

Knowledge of the principles and practices of public sector organization and program operations; knowledge of project management and grant administration, including budgeting, planning, scheduling, monitoring, and problem solving; knowledge of county, state and federal laws and regulations relevant to neighborhood and community organizations as well as division policies and procedures.

Previous supervisory experience.
