HOUSING REHABILITATION SPECIALIST

General Functions
   Responsible for the inspection of residential property to determine compliance with codes and quality standards. Develop specifications for rehabilitation, cost estimates, and monitors rehabilitation work. Performs audits and associated administrative assessments to develop specifications for weatherization related repairs, rehabilitation, cost estimates, and monitors rehabilitation/repair work performed.

Work is performed under the general direction of a Program Manager or assigned supervisor. Performance is reviewed through observations, conferences, reports and achievement of desired results.
 
Representative Duties /Assignments
   Duties may vary based on assignment:
  • Performs specialized office and/or field work involving planning, implementing and coordinating rehabilitation or weatherization program activities.
  • Inspects residential property for compliance with building codes, U.S. Department of Housing and Urban Development (HUD) housing quality standards, and related regulations. Prepares documentation and cost estimates of required rehabilitation or weatherization work.
  • Develops bid specifications and drawings, which conform to local building, electrical, plumbing, mechanical, and other applicable regulations.
  • Assists in the review of bids and facilitates effective working relationships between and with contractors and property owners.
  • Monitors rehabilitation or weatherization work through regular inspections during construction and works with contractor and property owner to insure compliance with assistance program requirements, building codes, and work specifications.
  • Prepares periodic reports, forms and documents and maintains program paperwork for compliance with federal requirements.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   High School graduate or equivalent and five years of field experience as a building contractor, building inspector, residential construction/remodeling or closely related position; knowledge of building code requirements. Post-secondary education from an accredited institution in an applicable field can be substituted for experience on a year-for-year basis.

Must possess and maintains a valid Florida Driver’s License by hire or promotion date.

Certified Housing Rehabilitation Specialist

Family Services – Weatherization

Ability to determine feasibility, create work scopes, measures, quantities and pricing of items required to weatherize a dwelling in accordance with program standards and procedures.

Weatherization Assessor with ability to complete assessments of residential housing and perform diagnostic testing and energy audits (NEAT/MHEA) in accordance with Florida Weatherization Assistance Program standards.
