General Functions
  

The Human Resources Business Partner role serves to enable the county to sustainably achieve business goals while honoring the desired culture and core values of the supported department. The role will primarily be responsible for providing HR support to front-line managers. This position will be responsible for providing both strategic and tactical support to department operations and/or county-wide HR functions. 

This position requires considerable independent judgment and initiative and reports to a Human Resources Section Manager. Performance will be reviewed through observations and results achieved.  

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Ensures consistent application of Human Resources vision, policies, and key strategic initiatives and compliance with all federal, state and local laws, rules, regulations and policies that pertain to Human Resources and Employee Relations.
  • Serves as the liaison between Human Resources Administration and the management team of assigned department(s).
  • Provides core Human Resources services and support for assigned department (s). Builds and maintains effective long-term trusted relationships with respective departments and assigned employee groups. Serve as a credible and trusted thought partner to senior leadership.
  • Performs supervisory duties such as instructing, coaching, assigning work, planning, coordinating activities, allocating personnel and other administrative and supervisory duties.
  • Creates customized solutions through advance consulting expertise that address the business issues and produces measurable results.
  • Collaborates with supported departments on overall workforce planning needs.
  • Assesses various staffing needs to determine methods to address current and future conditions, including retention management, career development, etc.
  • Collaborates with HR functional partners to execute human resources strategies within supported departments.
  • Partners with Compensation on various client needs, including staffing requests; salary reviews for new hires, promotions, special pay adjustments, market surveys, resolving employee pay issues and performance reviews.
  • Initiates and drives the design and implementation of new or changed HR policies, processes, and programs to enhance the client’s workforce performance along with the employee’s workplace experience.
  • Supervises and consults activities within human resources and Department management including recruitment, selection, employee and labor relations consulting, employee benefits and retirement consultations, training, personnel records and transactions.
  • Identify and analyze Employee Relations trends related to recurring issues and provide recommendations to the client group.
  • Build on existing metrics and expand reporting to provide data for decision-making and prevention.
  • Consults with the Human Resources Manager to evaluate Human Resources services and assesses needs for enhancement or the addition of new programs.
  • Participates in labor relations management meetings and negotiations, as needed.
  • Assists in the preparation, submission and monitoring of the annual Division budget.
  • Reviews programs and internal processes to maximize efficiencies and quality customer service to employees, their families and management.
  • Performs other related duties as required.
 
Minimum Qualifications
  

Bachelor’s Degree from an accredited institution in Human Resources, Business Administration, Public Administration or a closely related field and five years of varied professional level human resources experience to include two years supervisory/large project management experience.

 
Preferences
  

Professional certification in a human resources field; supervisory experience; Leadership Coaching accreditation or certification; union contract negotiation and administrative experience.
