HRIS PROJECT ADMINISTRATOR

General Functions
   Determines human resources information systems (HRIS) and records strategy with the overall HR business goals and is responsible for the design, development, and implementation of the technology that supports all HR functions. Acts as a business system consultant and advisor to the organization in designing and implementing business processes that streamline and enhance human resources workflows.

Work requires independent judgment and reports to the Human Resources Director.
 
Representative Duties /Assignments
  
  • Provides direction, management and leadership to senior management in the implementation of multiple human resources technology-based projects.
  • Assists in the development of new strategies, improves internal processes, and implements best practices through the use of technology and business applications.
  • Plans and directs all aspects of the County's HRIS including the functional analysis, implementation, enhancement and operation of automated human resources information systems.
  • Provides project planning, business/system consulting and advice for Human Resources and other departments regarding human resource system issues, process analysis and mapping.
  • Serves as HRIS Project Manager to ensure project progress and report countywide HRIS development recommendations to the HRMS Project Steering Committee.
  • Oversees capital improvement and operating budgets.
  • Provides technical assistance in HR operations including benefits, payroll, compensation and labor relations administration.
  • Interprets HRIS functional requirements and develops detailed technical designs.
  • Researches, evaluates, tests and selects the necessary hardware and software needed to achieve the information technology and records management goals of the Human Resources Division.
  • Develops and administers employee records and information management policies and procedures in accordance with Florida Statutes and federal record keeping requirements.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Management Information Systems, Computer Science, or related information technology field and six years of recent professional HR systems project management and implementation experience to include three years of supervisory or large project management experience.
 
Preferences
   Master's degree in specified fields of study

Professional certification in a human resources field.

PeopleSoft Human Capital Management experience.

Experience in human resources administration.
