General Functions |
|
This position is responsible for managing the issuance of long and short-term debt, working with County staff and managing financial consultants to implement finance plans and County programs, reviewing financial proposals, working on special projects for County Administration, and directing the work of the divisions' Analysts.
Work is performed with independence under the general direction of the Fiscal & Business Services Division Manager.

Representative Duties /Assignments |
|
- Coordinates with the Division Manager to manage all aspects of the bond issuance process including document preparation, debt structuring and pricing plans, sets up and attends all work group meetings, ensures compliance with federal regulations, assists in the development and gives presentations to rating agencies and bond insurers, develops presentations for the Board of County Commissioners and manages the work of the Analyst assigned to the project.
- Coordinates with the Division Manager to manage special projects at the request of County Administration. These projects and initiatives are typically long-term plans that are highly visible to the public and the subject of ongoing media reports and community discussion. They can involve new public works plans, disaster recovery, public health improvements, conservation efforts, and major transportation initiatives.
- Performs financial analysis of the Tourist Development Tax (TDT) model, Master Lease Program, conduit authorities, Tax Increment districts, assessment-backed loans, commercial paper notes and department financial projects as requested.
- Participates in any disaster recovery and/or Federal Emergency Management Agency (FEMA) reimbursement process at the direction of County Administration.
- Presents plans and financial data to County leadership.
- Manages work efforts of the Fiscal Analysts. Performs all administrative duties associated with supervision of staff.
- Remains sufficiently aware of Division activities so that the Assistant Manager is able at all times to stand in for the Division Manager and carry on all activities and lead in the absence of the Division Manager.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's Degree from an accredited institution in Finance, Political Science, Economics, Accounting, Public or Business Administration or a closely related field and four years of specific experience in lease financing, commercial paper; banking industry, financial computer systems analysis, or municipal bond issuance and refunding. Master's Degree from an accredited institution in specified or closely related field can substitute for two years of experience.
Strong written and verbal communication skills.
Advanced knowledge of Microsoft Excel with the ability to create complex spreadsheet models using advanced level Excel formulas.
Advanced computer skills including PowerPoint and Word, and the ability to learn other software systems are required.
