General Functions |
|
Performs responsible administrative and supervisory work involving emergency communications for the Orange County Fire Rescue Department. Assists in the oversight of the Communications Center and is responsible for the response to emergency and non-emergency calls. Responsible for evaluating efficiency and effectiveness of existing programs, procedures, and equipment, while ensuring quality performance of the Communications Center.
Work is performed under the direction of the Communications Division Chief and is reviewed through conferences, evaluation of reports submitted, and quality of services provided by the Communications Center.

Representative Duties /Assignments |
|
- Supervises and ensures staff is trained in proper call procedures, operation of computer-aided dispatch system and/or enhanced 911 telephone system, operational procedures and related communications equipment and maintenance.
- Determines employee training assignments, monitors all trainees and trainers, designs and supervises simulations to facilitate training, designs remedial training plans and supervises their execution, and determines manpower allocations based on training and operational needs.
- Plans, develops, and implements operating policies and procedures and training programs for the receipt and disposition of calls for a variety of situations requiring police assistance. Monitors operations to ensure compliance.
- Participates in the selection, promotion, discipline, and/or termination of employees. Ensures personnel decisions are consistent with Orange County policies and procedures.
- Ensures the communications center is appropriately staffed on a 24-hour basis.
- Compiles data and prepares various reports reflecting section activities and related matters.
- Assists with the preparation of monthly/quarterly budget reports. Authorizes overtime when needed, reviews and corrects electronic timecards.
- Researches and stays current with industry regulations and changes that ultimately improve communications service delivery. Makes appropriate recommendations to management.
- Acts as the Communications Division Chief in his/her absence.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution in Fire Science, Public Administration, Business Administration, Communication, or closely related field and five years experience as a dispatcher in a public safety communications center to include three years supervisory experience. Directly related experience may substitute for the degree on a year-for-year basis.
Must obtain Emergency Medical Dispatcher (EMD) and Emergency Fire Dispatcher (EFD) certification within one year of hire or promotion and maintain certification while employed. All employees are required to complete EMD and EFD refresher training every two years.
Must obtain Florida 911 Public Safety Telecommunicator (PST) certification within one year of hire or promotion and maintain certification while employed. Employees are required to complete PST refresher training every two years.
Must possess and maintain a valid State of Florida Driver's License.
