General Functions |
|
Prepares memoranda for direct submission to Department and Division level personnel on routine legal matters. Prepares memoranda for submission, after review by senior legal staff, to Department, Division and County Administrator staff on legal matters involving high financial exposure to County or involving broad policy implications. Drafts ordinances, resolutions and administrative regulations. |

Representative Duties /Assignments |
|
- Prepares memoranda involving analysis, legal research, and application of developed legal expertise and knowledge of County practices, procedures and policy objectives.
- Drafts ordinances, resolutions, and administrative regulations. Documents prepared are submitted directly to appropriate County staff unless involving novel points of law, high financial exposure or broad policy ramifications, in which case documents are reviewed by appropriate senior legal staff.
Drafting is accomplished after necessary legal research and conferences with County staff involved and, if necessary, senior legal staff. Drafting will require application of developed legal expertise and knowledge of County practices, procedures and policy objectives.
- Reviews and/or prepares transaction documents and negotiates transactions on behalf of County. Actions taken will be without direct supervision in areas of moderate financial exposure to County (amounts which do not require approval by the Board of County Commissioners) or in matters in which there are no broad County policy ramifications. Transactions above this level will be subject to review by senior legal staff.
- Provides office legal counsel to division level and County Administration staff through conferences, legal research and participation in staff meetings.
- Litigates routine lawsuits and administrative appeals through preparation of pleadings, motions, interrogatories, investigations, discovery proceedings, trial and appellate proceedings as required.
- Assists and supports all phases of litigation in major lawsuits, appellate proceedings and administrative appeals as directed by senior legal staff.
- Attends meetings of County Advisory Boards, County and State regulatory agencies, and Board of County Commissioners to providing legal advice and assistance in policy development; provides legal research and memoranda incident to such attendance.
- Reviews junior staff work and professional performance, and provides sufficient advice and guidance to insure continued professional development of junior staff.
- Directs secretarial staff in matters applicable to office policy and practice, and monitors quality of work.

Minimum Qualifications |
|
Graduation from an accredited law school, possession of a Florida license to practice law and two years of experience as an attorney |
