ASSISTANT MANAGER, EMERGENCY MANAGEMENT

General Functions
   In the absence of or with Manager of Emergency Management serves as primary responder for emergency/disaster situations. Activates the EOC and coordinates emergency management functions with local, state and federal emergency response agencies, governmental agencies and volunteer organizations. Coordination, development and implementation of exercise programs. Formulates policies/procedures tailored to provide direction and ensure efficiency and effectiveness in operations. Conducts plan reviews and makes content revisions to improve and strengthen all phases of emergency management. Performs a broad range of special assignments directly related to emergency management functional responsibilities.
 
Representative Duties /Assignments
  
  • Develops and updates mandated emergency operations plans to identify the capability of local emergency response personnel and resources to implement mitigation and response prior to, during and after an emergency/disaster.
  • Conducts public awareness presentations and training for civic organizations, health care facilities and emergency response agencies. Coordinates and participates in both mandatory and volunteer drills/exercises to test and evaluate the preparedness of emergency response agencies.
  • Interprets and formulates policies necessary to comply with the implement local, state, and federal law. Conduct researches and advise the Executive Director, Office of Emergency Management of legislative issues, policy/procedural needs, operational progress and community concern.
  • Responsible for planning and coordinating studies in emergency management to include statistical research and analysis, long range plans and timetables for establishing goals and objectives.
  • Responsible for coordinating all planning and operational activities of all of the emergency support functions in the county comprehensive emergency management plan.
  • Supervises the administration of the healthcare facility plan review program. Review and reconciles differences of opinion regarding adequacy of facility plans for over 200 such facilities in Orange County.
  • Reviews emergency management plans of county divisions and departments, all municipalities, state and federal agencies, and numerous volunteer organizations to ensure that such plans are compatible with the county comprehensive emergency management plan.
  • Responsible for developing and administering the Five Year Strategic Plan in accordance with the Emergency Management Preparedness and Assistance Program.
  • Plans for and/or coordinates the maintenance of the Orange County Emergency Operations Center facilities and equipment to ensure continuous readiness for immediate activation when needed.
  • Attends meetings, workshops, seminars, and conferences with local, regional, state, federal and private sector agencies for the purposes of improving procedures/coordination and the development of Comprehensive Emergency Management Plans.
  • Assists the Executive Director in supervising the activities of the Emergency Operations Center necessary to assure operational readiness.
  • Maintains liaison with County departments and other disaster agencies and assists them in maintaining their emergency response capability as outlined in the County comprehensive emergency management plan.
  • Respond to the public at large, other County departments and agencies, state and regional representatives and media representatives regarding disaster planning matters to include hurricane, tornadoes, flooding, other severe weather, hazardous materials incidents, etc.
  • Acts as Executive Director, Office of Emergency Management in his/her absence as authorized.
 
Minimum Qualifications
   Must have a Bachelor's Degree from an accredited institution approved by the United States Department of Education in Emergency Management, Public or Business administration, or related field, and five (5) years experience in emergency planning and management, including two (2) years of supervisory and administrative experience; or any equivalent combination of training and experience. A Master's degree in one of the above named disciplines may be substituted for one year; or an equivalent combination of experience and training. Must have completed the Professional Development Series (PDS) or do so within one (1) year from the date of hire.

Must posses and maintain a valid Florida Driver's license in order to operate County vehicles in related job duties. This position is subjected to 24-hour call, in case of a disaster event and/or a threat to public safety.
 
Preferences
   Prefer candidate with Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or State Emergency Management Certification. Prefer applicant who is bilingual (Spanish). Prefer applicant with Emergency Management Planning. Oral presentation/public speaking experience; and grant administration preferred.
