QUALITY ASSURANCE COORDINATOR

FLSA Status: Non-Exempt 

General Functions
   Assists in coordinated efforts to ensure quality assurance standards are met and thoroughly researched. The position is responsible for professional work requiring technical knowledge and communications skills.

The position requires independent judgment and initiative. Work is performed under supervision of assigned supervisor and is evaluated for maintaining quality standards across the programs and projects with respect to the established goals.
 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Monitors service areas, performance and maintenance standards, within the division to ensure compliance with local, state and federal regulations and accreditation standards.
  • Oversees local policy and verification procedures in coordination with Orange County Policies and standards.
  • Collects and analyzes needs, assessment data points, surveys and researches to ensure efficiency of operations and effectiveness of programs.
  • Oversight of Quality Assurance and Process Improvement programs.
  • Coordinates with internal and external programs regarding quality assurance and training activities. Provides feedback, mentoring and coaching.
  • Performs research and prepares action plans. Performs field evaluations and follow-up reviews.
  • Monitors maintenance of program records to ensure contractual and legal requirements are met and professional standards are maintained.
  • Performs other related duties as assigned.

Community & Family Services (Head Start):

  • Monitor Head Start service area, centers and classrooms to ensure compliance with all Head Start Program Performance Standards, Department of Children and Families Childcare Standards, USDA CCFP regulations and division operating procedures
  • Lead or participate on process improvement projects throughout the division.

 Convention Center

  • Monitors to ensure compliance with all UL and NEC standards.

 Facilities Management

  • Analyzes high and low performance of county buildings by cost and usage through online portals including EnergyCap, ENERGY STAR, OUC, and Duke Energy. Tracks performance of the implemented Energy Conservation Measures, Water Conservation Measures, Natural Gas saving projects.
  • Reports on Cost Savings & Avoidance which is the measurement & verification (M&V) of savings resulting from energy & water efficiency programs and capital improvement projects.
  • Perform bill audits to find billing errors, late fees, etc. Review data and run reports to identify inefficient facilities through benchmarking. Enters data to calculate and report on cost avoidance (M&V) attributable to energy management projects. Enters data and reports on ENERGY STAR ratings of County facilities

Fire Rescue

  • Teaches advanced cardiac, and/or basic trauma life support.
  • Develops curriculum and conducts EMS classes and trainings, as assigned.
  • Fire Rescue EMS system.
  • Maintains medical skills and proficiency.

Fire Rescue-Communication Center 

  • Daily review and evaluation of emergency calls in accordance with the IAED accreditation standards. Provide consistent feedback to the 911 dispatchers in reference to the QA/QI process, universal standards and compliance.
  • Serves as a liaison between Shift Supervisors and the 911 dispatchers in implementing the IAED standards, changes, and protocol updates.
  • Leads the division in the accreditation and re-accreditation processes as outlined by the IAED requirements
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Human Services, Health, Public or Business Administration or a closely related field and one year of experience in project management or quality assurance; or an equivalent of combination of relevant education or experience.

Fire Rescue
Current certification by the State of Florida as a Paramedic or Registered Nurse with Emergency Medical Services (EMS) related experience.

Lead Instructor Qualification as defined by Florida Administrative Code 64J-1.0201.

Must possess and maintain or complete and successfully pass all requirements for certification as an Advanced Cardiac Life Support Instructor and PreHospital Trauma Life Support Instructor.

Employees that do not possess the certifications, must attend the first available classes scheduled by Orange County Fire Rescue.

Fire Rescue-Communication Center

Must possess and maintain EMD-Q (Emergency Medical Dispatch Quality Assurance), EFD-Q (Emergency Fire Dispatch Quality Assurance), EMD (Emergency Medical Dispatch) through the International Academy of Emergency Dispatch, EFD (Emergency Fire Dispatch) certification and the American Heart Association CPR certification. Valid Florida Driver's license required.

Event Services/Event Utilities
Must possess working knowledge of all aspects of electrical distributions.
Must possess experience with manufacturing portable distribution equipment.
Working knowledge of the computer (EBMS, Microsoft Excel, Word, Outlook)

Facilities Management

  • Previous experience in energy or utilities reporting systems

    Preferences
      

    Bachelor's degree from an accredited institution in Human Services, Health, Public or Business Administration or a closely related field and one year of experience in project management or quality assurance; or an equivalent of combination of relevant education or experience.
