MEDICAL EXAMINER

General Functions
   Directs the functions and activities of the District Nine Medical Examiner's Office to provide high quality death investigations and determines accurate cause and manner of death including evaluation of current and anticipated future inquiries for the County.

The Medical Examiner is ultimately responsible for the work product of the office including cause and manner of death determinations and reports, as well as, policies, future planning, and direction of the office. Work is performed with independence under the general direction of the Director, Health Services/EMS.
 
Representative Duties /Assignments
  
  • Supervises and/or participates in all aspects of the investigation of death that fall under the jurisdiction of District Nine in accordance with Florida Statutes (Chapter 406), the Florida Administrative Code (Division: 11G), and the Florida Medical Examiners' Practice Guidelines.
  • Develops, evaluates, and monitors office policies and procedures that assure quality and consistent death investigations. These policies should be consistent with national and state standards and laws.
  • Develops, evaluates, and monitors office policies and procedures for all other aspects of the Medical Examiner's Office, including, but not limited to, safety practices, infectious disease controls, mass disaster response, high profile case considerations, and media/communication responses.
  • Performs autopsies and inspections to determine the cause and manner of death, which may include collection, examination, preservation, documentation and analysis of physical evidence, and complete death certificates and reports in a timely manner.
  • Responsible for implementing and maintaining a system for quality control to ensure quality and accuracy in all aspects of the office work products which include, but are not limited to, cause and manner of death determinations, reports, and death certificates.
  • Ensures cooperation and coordination with all elements of the criminal justice system as necessary.
  • Provides expert testimony in depositions, grand jury, and trials, and be available for conferences with both defense and state attorneys.
  • When appropriate, provides conferences in person or by telephone to family members of the deceased to answer questions and give explanations of findings and conclusions.
  • Provides educational and informational opportunities through talks and lectures to interested parties, which may include, but are not limited to, law enforcement personnel, medical personnel, emergency medical providers, attorneys, and other members of the criminal justice system.
  • Coordinates with applicable staff regarding the administrative functions of the office to include, County business matters, budget and financial matters, personnel related matters, and all clerical functions of the Medical Examiner's Office.
  • Plans for future needs and direction of the office.
  • Performs other duties that may be deemed necessary for the continuation of services of the Medical Examiner's Office.
 
Minimum Qualifications
   Graduation from an approved school of medicine and six years of experience as an Associate, Deputy, or Chief Medical Examiner.

Must be board certified by the American Board of Pathology in Anatomic or Anatomic/Clinical Pathology and Forensic Pathology. Board certification must be maintained as a condition of continued employment.

Must be licensed to practice medicine in Florida at the time of appointment, or be able to obtain such license within 90 days of appointment, as required by the Florida Department of Professional Regulations. Florida licensure must be maintained as a condition of continued employment.
