General Functions |
|
Directs and supervises health care services relevant within specific division of Orange County. Manages the daily operations of the program and its staff to ensure compliance with Federal, State and County rules and regulations.
Work is performed with considerable independence under the supervision of the Department Director. Performance is reviewed through observation, reports, meetings and results achieved. |

Representative Duties /Assignments |
|
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
Medical Clinic- Responsible to manage health care services and programs to uninsured and underinsured residents of Orange County. Departmental representative on clinic projects and community meetings. Work with different stakeholders to ensure standards are met for Patient Care Access Network (PCAN) services.
- Manages and directs all medical, administrative and fiscal operations to support patient care delivery systems.
- Responsible for managing all health services and ensure inpatient and outpatient services are being utilized effectively.
- Develops and monitors budget in order to project and deliver service requirements with fiscal capabilities.
- Facilities public interactions with projects involving federal, state and local officials and local service providers.
- Develops and administers programs with outcome targets and coordinates care with medical providers for primary and specialized care.
- Participates in the selection, promotion, discipline and termination of employees. Ensures personnel decisions are consistent with Orange County policies and procedures. Employee development for professional growth.
- Performs other related duties as assigned.
Corrections- Responsible for Substance Abuse and mental Health services within Corrections Health Services. Work with different stakeholders to ensure standards are met in relevant areas for Substance Abuse Mental Health (SAMH) services.
- Administers the Medical Treatment (MAT) program and coordinates treatment with community providers.
- Supervises mental health staff in Corrections Health Services and ensures services meet local, state, federal, and accreditation standards.
- Administers SAMH agreements to ensure they meet or exceed outcome targets.
- Participates in the selection, promotion, discipline and termination of employees. Ensures personnel decisions are consistent with Orange County policies and procedures. Employee development for professional growth.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution in Nursing, Health Care Administration, Public Health, Business Administration or a closely related field and four years’ experience in healthcare management or nursing, to include two years of supervisory or team leadership experience.
Master’s degree from an accredited institution or equivalent may substitute for two years of experience.
An equivalent combination of education or experience may be substituted. |

|
Experience with Electronic Medical Records (EMR) is preferred. |
