General Functions |
|
Responsible for managing maintenance, minor construction, repair, and life cycle projects in County facilities including; safety, grounds, custodial, operations, energy conservation, sustainability, long term capital planning and. Also responsible for division budget and contract oversight,, security guard services, vendor background checks, key management, warehouse operations, and the County Mail Processing Center.
This is professional work performed with considerable independence under the general supervision of the Department Director. Work is reviewed through observations, conferences, reports, and results achieved.

Representative Duties /Assignments |
|
- Plans, develops, organizes, manages, and administers maintenance services required for County buildings.
- Develops, refines, implements, monitors and assess the preventative maintenance program to minimize unanticipated interruption to operations and extend equipment life.
- Develop and provide current information regarding facilities operations and management.
- Identifies energy cost savings through energy conservation initiatives and projects. .
- Manages the Divisions Computerized Maintenance Management System (CMMS) work order program, regularly researches and implements appropriate new technology to improve operational efficiency and costs.
- Establishes work rules, policies, and procedures to guide the division and meet the needs of the County.
- Assesses and manages goals and objectives for the Division; ensuring achievement within allotted time frame.
- Monitors budget and staff resources; communicates progress to Department Director.
- Develops environmental health and safety procedures for facilities, ensures all maintenance work complies with federal, state, and local codes, regulations, and safety standards.
- Provides leadership in the development, management, implementation, and maintenance of the Divisions comprehensive emergency, disaster recovery, and County Damage Assessment teams.
- Oversees support functions including Computer-Aided Design (CAD) services, warehouse operations, and County-wide mail services.
- Oversees and assists staff with the preparation of contracts and specifications for maintenance, services, facility improvements, and building system upgrades.
- Develops, plans, and prepares the annual Division budget, including capital improvement, and the development of long range capital improvement plans.
- Carries out supervisory responsibilities in accordance with the County's policies, procedures, labor union agreements, and applicable laws. Responsibilities include interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving issues. Coordinate all personnel functions with the Department Director.
- Provides communications and customer service support, resolves complaints or requests for information and assistance to County departments/divisions.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelors degree from an accredited institution in Engineering, Business Administration, Public Administration or a closely related field and six years of experience in building maintenance, engineering, or facility management, to include three years of supervisory experience. |

Preferences |
|
Masters degree from an accredited institution in Engineering, Business Administration, Public Administration, or closely related field.
Facilities Management Professional (FMP), Certificate of Facilities Management (CFM) by the International Facility Management Association or equivalent of the Building Owners and Management Association (BOMA/I) or similar organization.
Extensive knowledge of Computerized Maintenance Management System (CMMS).
