FACILITIES OPERATIONS CHIEF

General Functions
   The Facilities Operation Chief plays a critical role in connecting field operations with the maintenance district, helping minimize downtime and failure rates and maximize equipment life cycle. Responsible for operating, maintaining, and repairing electrical and mechanical systems of County buildings and facilities. Utilizes advanced skills to develop and implement complex preventive maintenance and corrective repair of buildings systems and related equipment.

Work is performed with independence under the general supervision of the District Maintenance Supervisor. Performance is reviewed through observations, conferences, reports and results achieved.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment.
  • Develops, plans, implements, and evaluates preventive maintenance and repairs on mechanical, electrical, plumbing and HVAC systems including, but not limited to pumps, chillers, cooling towers, boilers, air compressors and air handling units.
  • Makes adjustments to HVAC and related equipment in order to maintain established operating criteria and guidelines.
  • Applies working knowledge and takes corrective actions to resolve heating and cooling issues.
  • Recommends improvements to term contracts that encompass mechanical, electrical and life safety systems. Assists management with improving vendor preventive maintenance practices to equipment.
  • Analyzes equipment alarm reports and ensures that findings are appropriately communicated to District personnel, contractors and engineers.
  • Analyzes utilities (electrical, water, gas, etc.) information and makes recommendations to improve equipment performance to reduce utility consumption and expenditures.
  • Establishes effective water treatment chemical programs for chillers, cooling towers and various HVAC equipment.
  • Operates, maintains, and recommends repairs to electrical motors and engines used to power pumps, compressors, and fans.
  • Operates, maintains, and repairs sanitary sewer systems and sump pumps.
  • Operates, maintains, and recommends repairs to water filters, softeners, piping and pumps used in conjunction with water distribution in facilities.
  • Responsible for the maintenance of elevators except where serviced and maintained by specialized contractors.
  • Oversees and plans the testing and maintaining of emergency systems including fire alarms, fire panel, smoke detectors, fire suppression equipment and emergency power supply systems.
  • Maintains operation logs and files where appropriate, to include, but not limited to: central energy plant operations, chemical consumption logs and other equipment or operation inspection logs specific to each facility.
  • Ensures County facilities are operated in accordance with local, State, and Federal codes, ordinances and laws and systems are operated and maintained at or above established industry standards.
  • Provides purchasing analysis to include: bid specifications, performance criteria, construction conditions, and warranties to support the purchase of materials for various projects.
  • Performs technical review of drawings and specifications to support all projects (capital and minor) and provide feedback to project managers, engineers and contractors to ensure projects meet facility requirements.
  • Provides technical guidance to trades personnel assigned to operations and preventive/predictive maintenance tasks.
  • Monitors the proper commissioning of all facility equipment by contractors and manufacturers to ensure that equipment will function properly and will not pose a safety hazard.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelors degree from an accredited institution in Mechanical Engineering or closely related field and four years increasingly responsible experience in large building/plant operations with a central energy plant or delivered chilled water supply to include two years of supervisory experience. Directly related experience may substitute for the education requirements on a year for year basis.

Must possess and maintain a valid Florida Drivers License by date of hire or promotion.
Will be required to perform mandatory emergency stand-by duties.
 
Preferences
   Knowledgeable in energy management systems, techniques, and operations.

License as a Chief Engineer by an entity/jurisdiction conforming to the requirements of the National Institute for the Uniform Licensing of Power Engineers, Inc.

Experience with Computer Maintenance Management Systems (CMMS).

Experience in high-rise buildings and correctional facilities.

Experience with specific manufacturers equipment or controls.

Experience with control integration in Building Automation Systems.
