General Functions |
|
Responsible for effective and efficient management and operation of Orange County Real Estate Management Division Acquisition Section. Duties are performed within the guidelines of quality standards, operation objectives and goals established by Real Estate Management. Develops and maintains a consultative approach, anticipates client demands, thinks strategically, and is both proactive and reactive as situations dictate. Participates or assumes the lead in development of special projects assigned by management. |

Representative Duties /Assignments |
|
- Provides supervision, administration and training of employees assigned to the Acquisition Section. Ensures that information regarding County, Divisional and Management practice, policies and procedures are adhered to by direct reports. Conducts performance appraisals, job training and counseling when necessary to improve job performance and maintains effective lines of communications.
- Plans, directs and manages contracted lease representative services for the division. Incorporates procedures for contracting and monitoring expenses and payments. Assists in planning and organizing the programs of the Real Estate Management Division, Acquisition Section, and participates in formulating policies and procedures.
- Assists the Assistant County Attorneys in any and all matters regarding acquisition litigation and mediation of condemnation suits as a result of unsuccessful negotiations. Maintains a close working relationship with other sections within the division and customers in other divisions. Interacts with customers, to include meeting attendance, in providing Real Estate guidelines and advice concerning acquisition-related issues. Prepares monthly reports for Division Management clearly outlining the success and position of the Acquisition Section on relevant matters.
- Schedules, assigns and monitors all acquisition assignments. Schedules, monitors and tracks all assigned projects through the Division's computer tracking system. Responsible for the direction of the acquisition staff in their efforts to inventory and dispose of surplus property, negotiate the acquisition of real estate and interests therein, secure contracts, leases, properly justify settlements, and process ordinance and agenda submittals, coordinate closings, project reporting and records management.
- Projects include but are not limited to road right-of-way, drainage and construction easements, environmentally sensitive lands, park sites, right of entries and leased office space. Actively participates in complex acquisition problems.

Minimum Qualifications |
|
Bachelor's degree in Business, Real Estate, Public Administration or a closely related field and four years of professional real estate acquisition experience to include one year of supervisory experience; or an equivalent combination of relevant education and experience. |

Preferences |
|
Experience in negotiations and acquisition of real estate under threat of eminent domain. Experience with word processing, spreadsheet computer applications and windows applications. Real Estate License. |
