General Functions |
|
Performs non-routine and complex tasks and provides services and support in multiple areas within the Family Services Department. Supervises and is responsible for the performance of staff members.
Work is performed with independent judgment and initiative under the general supervision of an assigned supervisor. Performance is reviewed through observation, reports, meetings and results achieved.

Representative Duties /Assignments |

Community Action Division / Citizens' Commission for Children
- Ensures compliance with all standards and requirements of grants, contracts and county regulations.
- Serves as a liaison with other departments, divisions, outside agencies, and community groups.
- Establishes and oversees various outreach programs/initiatives that assist non-profit organizations with capacity building.
- Presents program reports to relevant Advisory Boards and prepares quarterly and annual reports.
- Collects, reviews and analyzes data and reports findings to the Division Manager.
- Assists with the development of policies and procedures.
- Assists to manage the Division budget and monitors expenditures.
- Works closely with the Division Manager and management team to ensure the delivery of quality services.
- Assist to manage hiring, discipline, training and development and performance appraisals.
- Reviews work of social services staff to ensure eligibility for and delivery of services.
- Performs other related duties as assigned.
Neighborhood Preservation and Revitalization Division
- Implement the goals, policies and objectives of the Neighborhood Element of the County's Comprehensive Policy Plan. Reviews and coordinates updates to the plan and Neighborhood Element at least every five years for consistency with the other Elements.
- Establishes and oversees various neighborhood outreach programs that assist citizens in forming neighborhood organizations and addressing neighborhood level problems.
- Continues to develop the Neighborhood Organization Directory and recommends GIS data layer updates.
- Creates and oversees the implementation of the various neighborhood grants programs.
- Oversees the Safe Neighborhood Program and the expenditures from the Crime Prevention Fund.
- Prepares items for the Board of County Commission agenda.
- Prepares and oversees the Division budget and monitors expenditures.
- Oversees personnel matters including hiring, discipline, training and development and performance appraisals.
- Performs other duties of a comparable level as assigned by the Director or their designee.

Minimum Qualifications |
|
Community Action Division
Bachelor's degree from an accredited institution in Business or Public Administration, Social Sciences or a closely related field and four years experience in the management of a community services program to include two years of supervisory or team leadership experience.
Neighborhood Preservation and Revitalization
Bachelor's degree from an accredited institution in Urban Planning, Public Administration or Non-Profit Administration or a closely related field and four years of experience in comprehensive neighborhood planning and organizing, and creating, managing and overseeing grants programs or Master's Degree from an accredited institution in Urban Planning, Public Administration or Non Profit Administration and two years of experience. Should also include two years of supervisory or team leadership experience.

Preferences |

Member of American Institute of Certified Planners (AICP)
Demonstrated knowledge of Florida's growth management laws and State laws pertaining to homeowner associations and non-profit organizations. Must demonstrate experience or training in large and small group facilitation. |
