General Functions
  

This position oversees the Grants Office ensuring all operations are running smoothly and effectively as well as making sure the County is in compliance with federal, state, and local regulations. Provides centralized grant oversight in application, monitoring, and reporting processes for Orange County. Acts as the primary liaison between the Grants Office, County leadership, department heads, and external partners by communicating important updates and ensuring alignment with County goals.

Work is performed with considerable independence and the exercise of independent judgment under the direction of the Assistant County Administrator. Performance is reviewed through observations, reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Provides leadership and direction to the Grants Office team, ensuring the office meets its objectives in supporting County departments and divisions.
  • Creates and implements long-term strategies to secure external funding through grants, aligning with the County's and Mayor’s overall priorities and goals.
  • Establishes key performance indicators (KPIs) for the Grants Office, ensuring alignment with countywide initiatives and measuring the success of the office’s work. Oversees the tracking of key performance indicators (KPIs) including success rates for grant applications, compliance records, and overall financial impact from grants.
  • Provides regular grant performance reports to County leadership including successes, challenges, and areas for improvement.
  • Oversees the development and enforcement of grant-related policies and procedures, ensuring compliance with County Administrative Regulation 6.15, as well as federal and state grant requirements. Stays abreast of changes in grant regulations, guidelines, and best practices, ensuring the County remains compliant and competitive.
  • Evaluates the efficiency and effectiveness of the Grants Office’s processes and identify areas for improvement on a continuous basis.
  • Engages and manages consultants hired for specialized grant development and administration ensuring efficient and effective utilization.
  • Provides training, guidance, and mentorship to the Grants Office team to ensure skill and knowledge enhancement including professional growth.
  • Ensures ongoing training and technical assistance are available for County staff involved in grant activities.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

Bachelor’s degree from an accredited institution and five (5) years of experience in grant administration including grant funding/locating sources of funding to include one (1) year of supervisory experience in grant activities/functions. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

 
Preferences
  

A degree in Public Administration, Business Administration, Nonprofit Management, Finance, Accounting, or a related field, such as Public Policy and Communications.

Attention to detail.

Proficiency in grant management software.
