SAFETY AND SYSTEMS ADMINISTRATOR

General Functions
  

This position administers the safety and environmental management program and the learning management system; manages department-wide policy initiatives; and oversees security for the department.

Work is performed with initiative and independent judgment under the general direction of the Assistant to Director or Designee. Performance is reviewed through observations, conferences, reports and achievement of desired results.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Develops and recommends the safety/loss prevention and environmental management policies, procedures and standards.
  • Oversees an aggressive safety inspection program to detect and correct hazardous conditions.
  • Collects and analyzes data to determine accident trends and monitors the loss prevention program; develops and recommends new methods to improve the program’s effectiveness.
  • Acts as the lead for Emergency Operations Center (EOC) activities to include responding to the EOC during emergency activations; ensuring staff are trained for EOC and Department Operations Center activation; and representing the department at various events and meetings, including Orange County Emergency Response Team (OCERT) meetings.
  • Administers and maintains the learning management system to include monitoring and coordinating software updates, providing technical guidance, updating user profiles, and resolving system outages.
  • Develops, obtains, and maintains training curriculum and associated materials; coordinates and maintains training schedules
  • Develops, maintains, and updates the department’s electronic policies, procedures, and agreements.
  •  Develops and maintains detailed emergency plans and safety protocols to standardize operational practices across divisions, and ensures consistency with federal regulations, county policies, health and safety plans, and divisional procedures
  • Oversees the department’s security services, including procurement of a security term contract, coordination with the chosen vendor, and post orders for each facility
  • Recommends, oversees installation of, and monitors other security measures throughout the department
  • Performs other duties as assigned.
 
Minimum Qualifications
  

Graduation from an accredited college or university with a bachelor's degree in occupational health and safety, environmental sciences, business administration, legal studies/law enforcement or related fields; and four (4) years of experience in safety, security, or project administration, including two (2) years of leadership or supervisory experience.  An Associates degree and six years of experience including two (2) years of leadership or supervisory experience may substitute for the Bachelor’s degree.
