General Functions |
|
This position is responsible for providing oversight and leadership in planning, managing and implementing all digital communications programs and initiatives. The Assistant Manager, Communications Division reports to the Manager, Communications Division and works closely with the Mayors leadership team, County Managers, Directors and division partners in all public relations and digital/social media strategies for the County. Acts as the Manager, Communications Division in absence and provides guidance to Communications Division staff.
Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager or other designated supervisor. |

Representative Duties /Assignments |
|
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Develops and implements integrated public relations campaigns and digital engagement strategies supporting the mission, values and vision of Orange County Government.
- Evaluates needs and prioritizes requests to ensure productive digital communication and public relations outcomes.
- Presents ideas and information to senior management, County employees, the community and citizens.
- Coordinates in partnership with the Division's leads for media relations and events and special projects to ensure integration and consistency of message and mission.
- Provides counsel and solutions to County departments for the effective use of external digital messaging and information dissemination.
- Manages the editorial planning and content management of Orange County's external website and manages the workflow, assignments, strategy and editing of stories for Orange County’s online Newsroom and Media Center.
- Manages and oversees all official county photography at BCC meetings, official Mayoral events and the archival of all photos.
- Manages Orange County Government multiple social media accounts including Facebook, Twitter, YouTube, Instagram and Flickr to engage and communicate with internal and external constituents and provides analytics quarterly on activity.
- Drives social media strategies; manages interaction with the Technology; Social Media Work Group; leads the Orange County Social Media Committee of digital influencers, and interfaces with PIOs on social media outreach.
- Acts as the project lead on collaterals and digital branding materials for all signature events maintaining the authenticity, image and brand of Orange County Government.
- Works with senior leadership on the copy, editing, and distribution of special messages and creative direction on high profile collaterals and promotional materials.
- Acts as a champion for the organization and the Communications staff and cultivates relationships with County staff, leadership, community members and the media.
- Oversees the writing, copy editing and editorial/creative direction of the Mayor's monthly newsletter.
- Manages the work of external contractors, communications staff, and interns and encourages professional development. Holds team accountable to the highest standards of Orange County’s ethics.
- Acts as the Manager of Communications in the absence of the Section Manager. May coordinate with the hiring of staff to the Communications Department by working with the Human Resources Service Center.
- Serves as the co-lead for the Emergency Support Function (ESF) 14, Communications Emergency Activation Team. Stays current on all ESF requirements and FEMA training.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited college or university with a major in Communications, Journalism, Marketing, Public Relations, Business or a related field, and five (5) years of professional experience in media relations, customer service, social media and digital marketing to include 3 years of supervisory experience.
Must possess and maintain a valid Florida driver's license, or possess the ability to obtain one by hire date. |

Preferences |
|
Master's degree from an accredited college or university with a major in Communications, Journalism, Marketing, Public Relations or related field.
Knowledge of Florida's Open Government and an understanding of statutory records retention requirements.
Outstanding demonstrated experience in content creation and digital integration for general audiences. Supervisory experience at major employer. |
