ORANGE TV ASSISTANT MANAGER

General Functions
   This position works with the Mayor, the Board of County Commissioners, County department heads and outside clients to prepare and produce programming activities. In this role the incumbent will perform a wide variety of complex and technical evaluations for county projects and will be the liaison between Orange TV and the Orange County ISS department.

Work is performed with independence under the direction of the Communication Manager and is reviewed on a regular basis through observations and results achieved.
 
Representative Duties /Assignments
  
  • Manages, organizes and directs the day-to-day operations of Orange TV and Vision TV Productions.
  • Supervises day-to-day operation of two government televisions stations and related staff, provides administrative, technical, digital video distribution and Internet video support
  • Develops, monitors, and manages Orange TV budget.
  • Plays the role of Executive Producer for Orange TV and Vision TV produced programming. live, studio and field productions for broadcast and internal video distribution: Includes administers, coordinates and provides technical and/or content support.
  • Responsible for understanding of different digital technologies and how they integrate into a cohesive working environment .
  • Oversees, develops and creates program schedules for two 24/7 television stations including; graphics, video content, subject specific program blocks, broadcast procedures, policies and technical requirements for both stations, supervises full-time staff members.
  • Development of strategic plans, policies, standards, and procedures for Orange TV and Vision TV operations.
  • Creates ideas and technical requirements, broadcast standards and workflows for Orange TV and Vision TV.
  • Oversees all emergency operations video broadcast needs, including: design, set up and scheduling of live broadcasts from the emergency operations center, assist digital team and local media outlets.
  • Monitors and supports highly complex electronic and computer systems, assesses new hardware/software needs, and identifies upcoming trends and opportunities in relation to technology, broadcast, and social media for improving performance and distribution of Orange County information.
  • Performs other duties as assigned.
 
Minimum Qualifications
   Bachelor’s degree in Communications, Broadcast Management, Education and Filmmaking or a closely related field and five (5) years’ experience with Government television production to include a minimum of one (1) year managerial experience or, an equivalent combination of relevant education, training or experience.
 
Preferences
  
  • Computer programming, network systems design and operation, web design and video streaming formats
  • Proficiency in computer editing procedures and software including: Premiere Pro, Adobe After Effects, Final Cut Pro, Microsoft Word, PowerPoint, and Excel.
  • Extensive knowledge of television production budgeting, scheduling, programming and broadcast production equipment and non-linear editing.
  • Commercial TV or Public broadcasting experience.
