General Functions |
|
Provides general oversight, coordination, and management of work performed by Orange County's third-party administrator, broker, consultants and legal counsel to ensure the quality and consistency of workers' compensation, auto and general liability, auto physical damage, risk property claims, insurance and contracts.
Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the Department Director or Assistant Manager. Performance is reviewed through observations, conferences, reports and results achieved. |

Representative Duties /Assignments |
|
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
Claims Oversight Section
- Manages a section of department staff by providing guidance and direction, realigning duties and assigning work.
- Oversees the resolution of claims, self-insured retention or insurance necessitated and makes recommendations to the Risk Manager.
- Provides direction to the third-party administrator, consultants and legal counsel regarding the handling of claims, insurance and contracts.
- Provides recommendations to the Risk Manager and Risk Management Committee regarding settlement litigation and insurance options by reviewing reports and recommendations from attorneys and brokers respectively for settlement requests.
- Attends claims hearings, depositions and mediation conferences for Orange County in relation to Risk Management issues.
- Keeps abreast of legislative developments concerning potential loss exposure and informs the Risk Manager of such developments and their impact on operations.
- Handles a variety of personnel actions to include discipline, training and development, performance appraisals, etc.
- Performs other related duties as assigned.
Risk Transfer Section
- Manages a section of department staff by providing guidance and direction, realigning duties and assigning work.
- Analyzes via contractual, insurance policies or claims, reviews loss exposures the County may acquire.
- Completes and submits annual budget.
- Completes and submits all Division of Workers Compensation forms.
- Works with Director and Broker on annual risk transfer model to determine optimal retention levels and structure of the Risk Management Program.
- Oversees the certificate of insurance monitoring program.
- Handles a variety of personnel actions to include discipline, training and development, performance appraisals, etc.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution and five (5) years of risk management experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
Microsoft Windows experience in Word and Excel.
Claims Oversight Section
Must possess and maintain a State of Florida All Lines Adjuster License.
Risk Transfer Section
Must possess and maintain a Certification in Associate in Risk Management (ARM). |

Preferences |
|
A degree in Risk Management or a closely related field.
Chartered Property Casualty Underwriter (CPCU) designation.
Underwriting experience. |
