ENVIRONMENTAL LOSS PREVENTION COORDINATOR

General Functions
   This position conducts, coordinates and/or supervises site inspections of county properties that have hazardous materials or waste present; environmental site assessments; contamination assessments; remedial actions; underground and aboveground storage tank removal, upgrades and installations. This position also provides oversight of contract compliance on the County's environmental clean-up or assessment contracts and provides technical supervision to the Environmental Loss Prevention Analyst.
 
Representative Duties /Assignments
  
  • Reviews all technical reports by consultants and contractors. Advises Risk Manager on potential environmental issues or concerns.
  • Ensures that departments are in full compliance with federal and state regulations regarding underground storage tanks, aboveground storage tanks, hazardous materials, hazardous waste and provides recommendations on the policies and procedures to become/remain compliant.
  • Directs and participates in assessments, sampling and remediation activities.
  • Oversees the investigations for contamination assessments of petroleum sites and associated remedial actions.
  • Performs site inspections of County properties for potential indoor air quality (IAQ) issues, including mold.
  • Oversees the indoor air quality (IAQ) abatement and containment procedures
  • Oversees asbestos and/or lead based paint surveys and remedial efforts prior to related demolitions.
  • Reviews Phase I and Phase II reports.
  • Assists with contract compliance related to County's Industrial Hygiene Consulting Services and Environmental Remediation Services Contracts.
  • Provides technical supervision to the Environmental Loss Prevention Analyst.
  • Provides project management over the environmental sites.
  • Provides training to County staff on Federal and State regulations.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's Degree from an accredited college or university in Environmental Engineering, Environmental Science or a closely related field and (4) years of progressively responsible experience in environmental program management; or an equivalent combination of relevant education, training, or experience.

Extensive knowledge of state and federal regulations, technically knowledgeable in all aspects of site assessments, drilling, remedial actions and processes, sampling, underground storage tank removal, upgrades and installation, Phase I/Phase II assessments, IAQ, and asbestos/lead based paint abatement and containment procedures. Knowledge of Microsoft Word and Excel and Outlook.
 
Preferences
   Knowledge of Microsoft Access and PowerPoint.
