ADA PROGRAM MANAGER

General Functions
   Highly responsible administrative planning work facilitating and directing Orange County compliance with the Americans with Disabilities Act (ADA). Serves as a technical advisor to County departments, divisions and offices on ADA issues and manages and oversees the Disability Advisory Board (DAB). Responsibilities include development, implementation and updating the County ADA Plan and related policies and procedures. Conducts and/or facilitates ADA awareness training on compliance, County processes and access issues.

Work is performed with independence under the general supervision of the Division Manager or designee. Performance is reviewed through periodic audits, observations, conferences, reports and analysis of results achieved.
 
Representative Duties /Assignments
  
  • Researches and analyzes federal, state and local laws related to individuals with disabilities.
  • Serves as technical advisor to County departments, divisions, and offices on Americans with Disabilities Act (ADA) issues.
  • Identifies barriers to accessibility and recommends remedial action so that all County-owned facilities, activities, programs and services comply with federal and state statutory accessibility requirements.
  • Manages and oversee the Disability Advisory Board.
  • Conducts and/or facilitate ADA awareness training on compliance, County processes and access issues.
  • Plans and coordinates overall compliance efforts and involves persons with disabilities and interested parties in the compliance process.
  • Reviews existing policies, procedures, programs and services, recommends changes to facilitate ADA compliance; discusses compliance with key County Administration staff and community leaders.
  • Reviews or develops policy that ensures accessibility, meets ADA requirements and determines what is or is not undue burden.
  • Assists in the receipt, tracking, resolution and response of ADA compliance related grievances from the public in collaboration with representatives from other County departments. Responsible for program monitoring and problem resolutions with regard to facilities accessibility, employment, communications, transportation and services. Investigates complaints of fair treatment under ADA.
  • Advises County departments on ADA requirements to ensure the design of new and renovated facilities relating to access, education, and public information meets standards.
  • Makes recommendations for funding, legislation, etc. that are necessary to fully address all barriers or deficiencies identified.
  • Identifies areas for collaboration and partnership with other agencies to facilitate compliance and coordinate Orange County internal activities concerning persons with disabilities.
  • Develops public information in various formats, including newsletters, web, and local access television.
  • Responsible for working with the County Emergency Management Team in the event of an emergency situation to ensure that persons with special needs are assisted.
  • Performs other related duties as required.
 
Minimum Qualifications
   Bachelor degree from an accredited institution in Planning, Human Resources Management, Social Sciences, Business Administration or a related field and two years of experience in regulatory compliance administration or as an ADA or Disability Rights Coordinator or an equivalent combination of education and experience.

Must complete at least 40 hours of ADA training related to Title II of the Americans with Disabilities Act (ADA) within one year of hire.

Must attain ADA Certification to be specified by the Department within three years of hire.
 
Preferences
   Experience working with providers, community organizations and/or persons with disabilities to ensure access to public accommodations, transportation, or communication.

Knowledge of the Americans with Disabilities Act (ADA), Titles, I, II, III, IV, and V, section 504 of the Rehabilitation Act of 1973 as revised and/or Florida accessibility law, civil rights laws, and other nondiscrimination laws.
