General Functions |
|
This position is responsible for developing and managing communication efforts that support the mission and key strategic initiatives of Orange County Government and its internal and external stakeholders. The Communications Manager will direct staff involved in Media and Public Relations, Orange TV and Vision TV production, Graphics, Special Events and Publications functions of the Communications Division. This position works closely with elected officials, senior staff and department and division leadership to assure consistent communications through the media, public relations and special events. |

Representative Duties /Assignments |
|
- Directs the overall planning, coordination, organization and direction of the Countys communication strategies and public information activities.
- Develops, maintains and implements strategic internal and external communications campaigns.
- Leads the activities of professional and technical staff engaged in County public information, community relations, marketing, web page development, video production, and internal and external communications.
- Manages the County's integrated marketing, public relations, and strategic communications programs.
- Creates and communicates messages and ensures overall continuity of institutional brand consistency and image.
- Develops and maintains strong working relationships with members of the media, inclusive of minority and niche markets.
- Provides media relations and on-camera training to senior staff, senior management and other key County spokespersons.
- Represents the County to the media and other relevant entities and may serve as the County's spokesperson as necessary.
- Directs the activities of professional and technical staff engaged in the production of Orange TV and Vision TV productions.
- Provides direction to professional and technical staff responsible for graphic design, photographic and printing activities.
- Liaison with Human Resources and other County departments to assist in the development and execution of employee/internal communications.
- Develops and delivers reporting templates to include daily, weekly and quarterly media query and public information requests reports.
- Delivers ad hoc reports by social media channel and other social tools on the web.
- Prepares and administers Division's budget.
- Perform other duties of a comparable level as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution in Public Relations, Marketing, Communications, Public Administration, Business or closely related field, and six years of progressive management experience in communications with a focus on organizational communications, community relations, public affairs, community initiative or strategic issue management. |

Preferences |
|
Excellent written and oral communication skills.
Proficiency working with Microsoft Office, database software and digital and social media.
Field experience in Florida and experience with diverse populations.
Public relations and communications experience in state, county or local government or related agencies and organizations.
Knowledge of graphic and video editing software with proficiency in website content management.
Proficiency in developing and executing e-mail, event and social media communications using marketing tools and solutions to reach and engage citizens.
Proven experience managing third party (agency or vendor) relationships.
