ASSISTANT MANAGER, OMB

General Functions
   This is a highly responsible and professional, managerial position that receives direction from the Manager of the Office of Management and Budget, Director of Fiscal Management and the County Administrator's Office. An incumbent in this position is responsible for the overseeing the development and monitoring of the Orange County Budget, assessing proposed legislation for financial impacts, and working on special fiscal projects.
 
Representative Duties /Assignments
  
  • Assist the OMB Manager in the preparation of the county biennial budget. Develops the budget preparation plan and guidelines for the budget cycles. Formulates revenue and expenditure projections and ensures budget is balanced within the Truth-in-Millage guidelines as directed by the State Department of Revenue.
  • Assists the OMB Manager in providing direction for the preparation of the five-year capital improvements plan. Provides direction to the CIP Coordinator in analyzing the CIP plan and determining the amount of funding available. In addition, the Assistant Manager provides direction in coordination of the countywide CIP ranking process.
  • Provides support and assistance on fiscal related issues to the Mayor's Office, County Administrator's Office, and all County Departments as requested. Also attends various meetings and provides recommendations relation to policy matters.
  • Directly supervises the operating and CIP Analysts. Provides supervision to all OMB staff while the OMB Manager is out of the office.
  • Assists the OMB Manager in various personnel matters including hiring, discipline, training and development, and administering performance reviews for staff.
  • Coordinates preparation of quarterly report, which includes revenues, expenditures, capital projects, grants, and performance measures.
 
Minimum Qualifications
   Bachelor's Degree in Business Administration, Public Administration, Accounting or closely related field. Five (5) years of experience in business, budgeting, accounting, or a related area which includes at least three (3) years of supervisory. Should possess excellent written, oral and financial analysis skills. Must possess proficiency with personal computers and spreadsheets, word processors, databases, and other software programs.
 
Preferences
   Certified Government Finance Officer (CGFO) in Florida.
