FISCAL MANAGEMENT ANALYST

General Functions
   Plans, develops and participates in the evaluation or work measurement studies, management controls, plans of services, fiscal accountability, methods analysis, operational audits, and other elements of management and administration. Work is performed under the general direction of the Business Services Administrator. Duties are performed with independence requiring the exercise of discretion, sound judgment and initiative. Work is reviewed through conversation, observation, analysis of reports and recommendations and results achieved.
 
Representative Duties /Assignments
   Duties may vary based on area of assignment:
  • Develops, data requirements and report formats for financial analysis and submission for administrative and executive approval; analysis of all reports for accuracy and completeness; and coordination with departments and divisions to ensure effective, efficient and legal use of all resources.
  • Reviews current financial records and accounts; performs cost/benefit analysis. Conducts management and procedural systems analysis and provides technical and administrative assistance, advice and support regarding management systems and financial matters.
  • Studies and analyzes existing programs and organizational structures, methods, and procedural development to determine the most effective and economical methods to be used for the performance of essential functions.
  • Analyzes, evaluates, develops and recommends improved managerial policies, practices, procedures, methods & organizational structure.
  • Assists in the development of efficiency and effectiveness initiatives including the identification, research, and analysis of strategic revenue cost & operational efficiencies.
 
Minimum Qualifications
   Graduation with a Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or closely related field and two years of direct experience in financial, budget or operational analysis; or an equivalent combination of education, training or experience.

Must have strong written, oral communication and analytical skills. Must possess extensive knowledge of word processing, spreadsheet, and presentation software.
 
Preferences
   Experience in governmental re-engineering, quality management process and process improvement techniques and principles.
