RISK MANAGEMENT FISCAL ADVISOR

General Functions
   Performs professional work providing countywide risk management and budget consultative services in multiple areas of expertise with an expanded scope of responsibilities.

Work requires independent judgment and is performed under the general supervision of an Administrator and/or the Risk Manager. Work is reviewed through observations, and conferences.

Representative Duties /Assignments
  
  • Coordinates major programs, projects or events from start to finish, solves problems without direction, takes the initiative and follows through on actions, demonstrates accountability and may serve as a team leader.
  • Solves problems related to group processes and team performance, and responds to unplanned needs and events.
  • Serves as a mentor and role model for peers and is a lead subject matter expert in his/her area of expertise. Leads program development efforts and provides training, support and direction to fellow team members.
  • Performs complex management and budget services, programs and support in a variety of areas.
  • Judgements and interactions with clients and the outside public can be of a non-routine nature.
  • Assumes supervisory responsibility in the absence of the Administrator.
  • Develops computer programs, analytical reports, which identifies through statistical trending, risk exposures and areas to be targeted for safety inspection, training, and claims management.
  • Performs special studies and research projects.
  • Assesses service levels, cost/benefit analysis and projection of claims.
  • Prepares budget and user fees using a cost allocation model.
  • Performs analysis of funding levels for claim reserves.
  • Develops benchmarks used for performance measurements through surveys and contact with professional insurance organizations.
 
Minimum Qualifications
   Bachelor’s degree in Risk Management, Business Administration, Computer Information Systems, Finance, or a closely related field and three years of analytical experience in risk management and computer analysis, insurance underwriting, or safety and loss prevention, or an equivalent combination of relevant education, training or experience.

Must have or must acquire all lines adjuster or agents license within six months of employment, or ARM or safety certification within one year of employment dependent on the position accountabilities. Knowledge of Microsoft Word and Excel.
 
Preferences
   Knowledge of Microsoft Access, PowerPoint, Visio and Adobe.
