MANAGEMENT & BUDGET ADVISOR

General Functions
  

The Management and Budget Advisor performs professional level work providing countywide management and budget services with expertise in at least one of the government subject areas pertaining to revenues, operating and capital expenditures, capital improvements, grants, or performance measures.

Work requires independent judgment and performed with minimal supervision under the OMB Director, Assistant Manager or Administrator.

 
Representative Duties /Assignments
  
  • Coordinates major projects or events from start to finish, solves problems with minimal direction, takes the initiative and follows through on actions, demonstrates accountability and may serve as a team leader.
  • Serves as lead subject matter expert in his/her area of expertise. Leads program development efforts and provides direction, support, and training to fellow team members.
  • Solves problems related to group processes and team performance, and responds to unplanned needs and events.
  • Performs complex management and budget services, programs and support in a variety of areas.
  • Assumes supervisory responsibility in the absence of the OMB Manager, Assistant Manager or Administrator.
  • Consults with functional experts in county departments to develop implementation strategy, taking into consideration department-specific needs and overall goals.
  • Plans, structures, and organizes work following established budget methods and processes determining work priorities in accordance with overall project plan, time sensitivity, changing work demands, and Orange County's policies and practices.
  • Reviews existing systems, initiates application development and process improvements in areas assigned.
  • Investigates and researches pertinent information from resource materials and county staff to modify work processes techniques, methods, and practices for carrying out specific work.
  • Identifies and investigates procedural problems, issues, and circumstances and provides recommendations for resolution.
  • Documents and reports on the use of new or enhanced management and budget techniques, methods, processes and practices.
  • Works in collaboration with staff members from other functional/technical areas.
  • Performs other duties as assigned.
 
Minimum Qualifications
  

Expertise in at least one of the following government subject areas: Budgeting, Capital Improvements, Revenues, Grants

Bachelor's degree in Public or Business Administration, Accounting, Finance or a closely related field and four (4) years of professional level budgeting experience and training; or an equivalent combination of relevant education, training or experience.

Must possess strong verbal and written communications skills. Proficient in Microsoft Office Suite or related software.
