The Assistant County Administrator under the direction of Deputy County Administrator will be responsible for executing the strategic direction, mission and operations of Orange County.
The position will oversee the administration of various assigned departments and work closely with County Administration to provide leadership oversight on various key strategic initiatives and operational issues.

Representative Duties /Assignments |
|
- The Assistant County Administrator is responsible for ensuring all directives, decisions, policies, resolutions, ordinances and regulations issued by the County Mayor, Board of County Commissioners, County Administrator or Deputy County Administrators are enacted and enforced effectively.
- Provides leadership, direction and planning for operations and services of assigned departments. Manages development, planning, and implementation of department goals, objectives, policies and procedures.
- Manages and oversees special projects as assigned by the County Mayor, County Administrator, and Deputy County Administrators. Provides policy recommendations to County Administrator and County Mayor on County issues.
- Monitors and assesses proposed legislation for policy and financial impacts to the County.
- Supervises activities of assigned Department Directors and/or Division Managers to monitor interpretation and implementation of strategies and policies. Responsible for various personnel matters including hiring, discipline, performance appraisals, and related activities.
- Responds to citizen complaints by determining appropriate County action to resolve issues.
- Reviews assigned budgets to ensure that departments and divisions follow sound financial and procurement practices within budget constraints.
Specific Responsibilities, if assigned to Fiscal Oversight:
- Provides financial, economic and budgetary support to the Mayor, the Board of County Commissioners, Constitutional Offices, County Administration and all departments, offices and divisions.
- Oversees the Countys complex financial structure, budget, financing and accounting of all the programs and services offered by the County.
- Leads the development, presentations and administration of Countys budget in accordance with Florida Statutes and County policies.
- Analyzes and forecasts Countys revenues and expenditures to align with long term and short term goals of the County. Ensures fiscal safeguards are maintained and managed to mitigate any unforeseen fiscal circumstances and challenges.
- Oversees the administration of County public finance activities and strategies, and debt management.
- Ensures the financial sustainability of all County special funds and accounts, such as Risk Management, Benefits, Impact Fees, Building Safety, etc.
- Oversees Countys support functions related to Administrative and Fiscal Services Divisions like Human Resources, Information Services, Risk Management, Professional Standards, Office of Management and Budget and Agenda Development/Advisory Boards. Responsible for overseeing Payroll and Finance Systems.
- Coordinates with the County Comptrollers Office on audit and accounting matters, investments, payroll systems coordination, etc, as necessary to facilitate sound and proactive financial management of Board operations.
- Works with local, state and federal officials to assist in obtaining necessary legislation, grant funding and support for targeted priorities.
- Ensures quality and conformance with legislative, regulatory and statutory mandates regarding fiscal matters, human resources, technological, and risk management initiatives for the County.
- Identifies possible funding sources for new or existing transportation projects. Identifies financial opportunities for fostering activities that enhance housing, community and economic development within the County.

Minimum Qualifications |
|
Bachelor's degree from an accredited college or university in Accounting, Finance, Public or Business Administration, or other closely related field and six (6) years of experience in a public sector leadership role, to include a minimum of three (3) years of experience as a Manager or Assistant Manager of a City or County Department or Division. |

Preferences |
|
Master's degree from an accredited college or university in Accounting, Business, Finance or relevant field of study.
Certified Public Accountant (CPA), Certified Public Finance Officer, Certified Government Finance Officer Credentials
Eight (8) years in a highly responsible senior level position with supervisory oversight. |
