General Functions |
|
Assists in developing, coordinating, leading and directing the operations of Risk Management. The role is responsible for oversight of day-to-day activities and management of the Orange County Convention Center OCIP (Owner Controlled Insurance Program) and Orange County Captive Program.
Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the Department Director. Performance is reviewed through observations, conferences, reports and results achieved. |

Representative Duties /Assignments |
|
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Oversees the Orange County Convention Center Phase 5A Owner Controlled Insurance Program.
- Collaborates with the broker of record to facilitate enrollment of Construction Manager at Risk and contractors, policy underwriting and issuance, claims reporting and administration, development of site-specific safety program, and finalize project wrap-up.
- Oversees the Orange County Captive Program and performs high-level risk management functions including coordination and development of the captive charter and board of directors, actuarial review, cost-allocation, premium development, and policy negotiations.
- Collaborates with the Captive Manager to effectively transition the County’s self/commercial insurance program into a captive program.
- Oversees the day-to-day activities of Risk Transfer and Safety & Loss Prevention Administrators.
- Manages the multi-million-dollar risk management fund including budgeting, finance, and allocation of program costs across various business units.
- Coordinates with county administration and third-party providers to manage services required to collaborate in the OCIP and captive environments.
- Supervises the risk retention and transfer techniques specific to a large governmental entity including self-insurance, commercial insurance placement, allocation of premiums, and risks associated with construction activities.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution and six (6) years of risk management experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis. |

Preferences |
|
A degree in Business Administration, Public Administration, Finance, Risk Management or a closely related field.
Knowledgeable in word processing and spreadsheet management. |
