General Functions |
|
This position is responsible for serving as Administrator for the county wide Geographic Information Services (GIS) business unit. This position oversees day to day County GIS operations to ensure the effective development and delivery of GIS services. The position is also responsible for GIS project management following enterprise and customer specified requirements and oversees the GIS quality assurance function. Work is performed with independence and initiative under the general supervision of the County GIS Coordinator. The work is evaluated through accuracy, efficiency and quality, of GIS programs and processes. |

Representative Duties /Assignments |
|
The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Oversees day to day County GIS operations to ensure the effective delivery of GIS services. Plans, manages and oversees all GIS projects. Reviews and evaluates activities which may impact the overall effectiveness of the GIS applications for the County.
- Responsible for supervisory duties including planning, managing, and evaluating performance of staff. Recommends selection of new hires and assists with disciplinary actions of employees.
- Ensures that all GIS applications are properly supported, maintained and documented. Responsible for quality control and error determination procedures.
- Serves as a liaison as required with other departments, divisions, outside agencies, and other jurisdictions.
- Assists in the development of appropriate training procedures to ensure standardized approaches to tasks and to provide appropriate levels of professional proficiency with equipment and software utilized by the County.
- Prepares detailed specifications and oversees the implementation of new GIS data/ applications/processes.
- Manages the GIS professional development and training program. Provides guidance and oversight for the GIS quality assurance program.
- Represents business unit on the Orange County GIS Program Committee.
- Performs administrative functions for the County GIS business unit.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's degree from an accredited institution and six (6) years of experience in GIS operations management/administration and/or large scale GIS program or project management including two (2) years of supervisory experience. A Master's Degree or higher level degree may substitute for two (2) years of experience. |

Preferences |
|
GIS management, supervisory, or administrative experience in a large public or private sector GIS services environment. Technical experience with spatial analysis, server-based GIS, web GIS, and GIS process design.
Certified Geographic Information Systems Professional (GISP). |
