General Functions |
|
Provides professional and technical work supporting and managing department information management systems. |

Representative Duties /Assignments |
|
May vary depending on area of assignment
Prepares project plans for the purchase, development, implementation and /or maintenance of enterprise data systems to include defining system and user requirements and specifications. Maintains existing software application to conform to changing customer requirements.
Serves as a liaison between the department and other agencies or internal departments on technical issues and concerns. Defines electronic interface specifications between agency computer systems, the coordination of data processing programs and the establishment of technical standards.
Researches and evaluates new technologies to include interaction with vendors and internal and external support personnel. Defines and tests application programming and system design specifications for the department as well as other governmental agencies. Prepares testing criteria and conversion requirements. Defines and tests composite reports. Prepares implementation schedules to include tasks, work assignments, and resource allocation.
Serves as a technical resource to system users. Provides direct customer support on new or existing application functions and data processing procedures.
Serves as the technical resource for ISS staff and HRIS Analysts in the analysis of business practices, data capture methods, data quality, integrity and overall utilization of HR systems to develop new and improved functionality.
Analyzes and documents business processes using business analysis techniques such as Use Cases, Activity Diagrams, Context Diagrams and Business Process Maps.
Serves as liaison to ISS staff, HRIS Analysts and users regarding data interface, exchange, procedures, quality and analysis. Educates team on best business model, business unit operations, processes and procedures.
Works closely with HRIS Analysts and end-users to identify business needs and the cost and benefits of implementing a computing solution. Provides technical guidance to internal customers on technologies and products.
Analyzes user requirements and defines electronic specifications for HR systems. Construct information technology definitions based on end-user needs. Negotiates technology options with users.
Works with other ISS experts to address networking and hardware needs.
Researches and evaluates new technologies to include interaction with vendors and ISS
Participates in meetings with regards to strategic information systems development within the HR Division. May be required to coordinate projects that involve other agencies and outside vendors.

Minimum Qualifications |
|
Bachelor's degree in Computer Information Systems, Computer Science, or a closely related field and three years of programming, systems development and computer analysis experience, to include some supervisor or team project leader experience; or an equivalent combination of relevant education, training or experience.
PeopleSoft Applications Systems Analyst (HRIS)
Bachelor's degree in Computer Science, Information Technology, Management Information Systems, or related information technology field; and two years of recent business systems analysis experience in automating human resources functions and processes including recruitment, training and employee self-service. Years of experience should be in PeopleSoft Recruit Workforce, eRecruit versions 8.3 or above.
Must be able to perform multi-task operations, prioritize and meet deadlines; and possess excellent verbal and written communications skills.
