DEVELOPMENT SERVICES ADMINISTRATOR

General Functions
   This is a professional position responsible for administrative and supervisory assistance to the Division Manager in the operation of various sections supporting County land development activities. This position is responsible for overseeing all operations for the assigned area of responsibility. Responsible for overseeing all of the following functional areas: public records management, public notification, concurrency management, impact fee administration, Land Development Management System (LDMS)/Document Management (DM) coordination, customer assistance, management information reporting and Development Board support.

Work is performed with independence under the general direction of the Division Manager. Performance is reviewed through observations, conferences, reports and achievement of desired results.
 
Representative Duties /Assignments
  
  • Responsible for administrating all aspects of the Development Services Unit, including public records management, public notification, development fee & concurrency management, Land Development Management System (LDMS) coordination, management information, reporting and customer service sections.
  • Responsible for setting mission priority, operational policy, and supports supervisors in their daily activities.
  • Interacts with all functions within the department and other County departments, agencies and the private sector in regards to land development processes. Ensures compliance with County ordinances with regard to land development activities.
  • Assists in preparing and monitoring the division budget with the responsibility of managing assigned budgetary allocation. Assists Division Manager in setting overall direction, resource needs and implementing strategies.
  • Maintains the efficiency of the Development Services Unit.
  • Conducts special project assignments and provides administrative support to the assigned division.
  • Manages the Community, Environmental, and Development Services (CEDS) public records program, which includes coordination with Division management, the County Attorney's Office, Communications Division and other agencies to ensure Florida Statues are met in regards to public records.
  • Prepares, maintains and analyzes statistical and informational reports. Manages the CEDS performance management function which provides support for CEDS management, Public Works, Utilities, Fire Rescue and other operational areas.
  • Performs supervisory functions including hiring, training, coaching, developing, disciplining and evaluating employees.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Bachelor's degree from an accredited institution in Computer Science, Accounting, Finance, Civil Engineering, Planning, Public or Business Administration, or a closely related field and five years of experience in project or process management to include two years of supervisory experience. A Master's degree in identified fields of study may be substituted for two years of the required project or process management experience.
 
Preferences
   Master's degree in specified fields from an accredited institution

Experience in land development processes and procedures.
