LEAD CODE COMPLIANCE INSPECTOR

FLSA Status: Non-Exempt 

General Functions
   This position is responsible for providing daily guidance to Code Enforcement officers regarding case management, code interpretation and performing delegation of other administrative functions from the Senior Code Enforcement officer as needed. This position is also responsible for the investigation of code violations within all un-incorporated Orange County, issuance of violation notices, preparation and presentation of cases to the Code Enforcement Board and follow-up inspections to ensure compliance with code requirements.

 
Representative Duties /Assignments
  
  • Serves as second-in-command to Senior Code Enforcement Officers that supervise approximately twelve Code Enforcement Officers.
  • Reviews road logs, approves time sheets, approves lot cleaning work orders, meets with citizens to address their concerns about assigned Code Enforcement Officers, and monitors daily route via GPS.
  • Assigns work to Code Enforcement Officers, monitors status and ensures quality.
  • Conducts initial and follow-up inspections utilizing mobile data application of complaints received by telephone or in writing, or through personal observation and/or personal interviews.
  • Conducts research including property ownership through legal descriptions, non-conforming use files, Planning & Zoning (P&Z), Development Review Committee (DRC), Board of County Commissioners (BCC) conditions of approval, and building permit records to verify site location and code compliance.
  • Prepares case files for presentation including correspondence, photographs and chronology of events and presents staff recommendations to the Code Enforcement Board.
  • Interacts with entities such as the Orange County Sheriff's Office, International Drive Master Transit and Improvement District and Chambers of Commerce to coordinate enforcement efforts with the changing needs in the area. Attends and makes special presentations to citizen groups.
  • Negotiates with citizens and business owners to achieve compliance to County Code or provide alternative administrative action.
  • Responds to citizen questions concerning zoning and other County related issues.
  • Performs related work as assigned.
 
Minimum Qualifications
   Graduation from high school or equivalent and six years of experience in code enforcement, zoning, a field or investigative capacity, or an equivalent combination of relevant education and experience. Must possess and maintain a valid Florida driver's license. Must possess and maintain a Florida Association of Code Enforcement's (F.A.C.E.) Level I certification within one year of employment or equivalent certifications such as International Code Council (ICC). Familiarity with personal computers, Microsoft Office Suite.
 
Preferences
  
  • Experience in communicating effectively with employees and the general public while discussing, explaining and interpreting standards and codes.
  • Experience making presentations to groups, presenting cases in formal settings such as courts of government boards.
  • F.A.C.E. Level II certification within two years of employment or equivalent certifications such as International Code Council (ICC).
