CHIEF CODE COMPLIANCE INSPECTOR

General Functions
  

Supervises, directs and coordinates the work of employees engaged in the enforcement of the Florida Building Code, County Ordinances, applicable laws, rules and regulations. 

Work is performed with considerable independence under general supervision of designated manager or Building Official and is reviewed through oral and written reports and for compliance with established rules, regulations, and policies.

This position may be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Assists in gathering information necessary for prosecution of code violators and represents the County at court hearings.
  • Prepares and maintains technical records and reports; performs other clerical and administrative work required.
  • Directs the issuance of field specific permits.
  • Uses mobile data computer system, various Office programs and virtual meeting software.
  • Supports and assists other county divisions with life safety, structural or code related interpretations, enforcement within their area of licensure as needed or directed by the Building Official.
  • Manages day to day operations of field staff, with a strong focus on consistency, accuracy, customer service, while working within the Orange County Operational Regulations and Policy Manual and local adopted building codes.
  • Performs other related duties as assigned.

Building – Plans, assigns and directs the work of Building Inspectors engaged in the enforcement of building codes, particularly the codes concerning structural safety regulations and requirements.  Confers with supervisor on general policies related to codes with considerable independence in interpreting the building code to architects and building contractors.  Professional engineering advice and consultation is available on the most difficult and complex problems.  Provides code information to the general public by telephone, e-mail, online meetings, and personal contact.  Reviews and approves new products and methods used in building construction.  Meets with code violators referred by building inspectors; determines code equivalency for violator; explains alternative methods of compliance with the building code.  In the field, gives direction to building inspectors; checks code violations and devises means to acquire equivalent strength; makes spot inspections to check new methods of construction; investigates construction failures for cause and remedy; makes inspections of buildings which may have complex problems involved.

Plumbing – Plans, assigns and directs the work of Plumbing Inspectors engaged in inspecting and testing new and old plumbing and gas installations to enforce compliance with codes and standards to protect the public against health or safety hazards.  Confers with contractors, property owners and other interested parties by telephone, e-mail, online meetings, and personal contact.; explains and interprets codes and standards.

Electrical – Plans, assigns and directs the work of Electrical Inspectors engaged in inspecting and testing electrical installations, equipment, and appliances as well as solar throughout the County for adherence to specifications and codes to protect the public against health or safety hazards.  Confers with contractors, property owners and other interested parties; explains and interprets codes and standards..

Mechanical – Plans, assigns and directs the work of Mechanical Inspectors engaged in inspecting and testing of new and old refrigeration, heating and air conditioning installations to enforce compliance with County codes and standards to protect the public against health or safety hazards.  Confers with contractors, property owners and other interested parties by telephone, e-mail, online meetings, and personal contact.; explains and interprets codes and standards.

Code Enforcement – Oversees the enforcement of the County’s Zoning regulations, Florida Statutes, and other County codes regulating land use and development. Provides consistent guidance to staff regarding code interpretations and field operations. Supports staff with the completion of complex field inspections. Investigates conflicts between Inspectors and citizens and makes recommendations to division management to resolve issues or refer for additional investigation or peer review. Maintains divisions operating procedures related to field inspections including legal requirements for evidence collection, record retention, and due process. Responsible for the development and implementation of Code Inspector training programs. Develops and reviews reports that summarize staff activities and ensure success and accountability of field services programs in various areas of the County.

 
Minimum Qualifications
  

Building, Plumbing, Electrical, or Mechanical

Graduation from high school or equivalent, preferably supplemented by college-level courses in civil engineering, or architecture and seven (7) years of technical experience in inspecting or supervising building construction to include one year of supervisory experience or college education plus two (2) years of experience.

Must possess State of Florida Standard Inspector License and Plans Examiner License pursuant to Florida Statue chapter 468, Part XII for applicable discipline(s): Building, Mechanical, Electrical and/or Plumbing.

Must be able to communicate effectively verbally and in writing with customers and staff.

Must possess and maintain a valid State of Florida Driver’s License.

Code Enforcement

Graduation from high school or equivalent and seven (7) years of experience in code enforcement or closely related field to include two (2) years in a management or supervisory capacity.

Florida Association of Code Enforcement certification levels I, II and III, or equivalent including American Association of Code Enforcement certifications, or those of other closely related professional fields (fire inspector, building inspector, etc.).

Must possess and maintain a valid State of Florida Driver’s License.

 
Preferences
  

Code Enforcement

Bachelor’s Degree in Business Administration, Public Administration, Urban Planning or other closely related field or equivalent work experience.

Possess the relevant International Code Council (ICC) certifications.
