General Functions |
|
Responsible for specialized plan review of large complex projects and plan review for permitting of commercial, industrial, single-family residential and duplexes consistent with division regulations.
This is a technical position with significant responsibility that requires sound judgment and excellent customer service skills. Staff in this position interacts with the public on a daily basis and must disseminate information and review development documents.
Assignments require exercising independent professional judgment based upon prior experience, data, and determining appropriate strategies. Work is reviewed by the Chief Planner and performance is reviewed through observations, reports and results achieved. |

Representative Duties /Assignments |
|
- Assists the Chief Planner in planning, coordinating and directing the work of staff assigned to carry out major work elements within a section of the Division.
- Assists Chief Planner in directing the section work program tasks including the gathering and preparation of reports, general meeting preparation and necessary public contact.
- Reviews large projects (multi-family, commercial and industrial) for consistency, with zoning codes and open space requirements; and checks for consistency with the Comprehensive Policy Plan.
- Examines complex construction drawings (commercial, industrial, residential, additions, alterations and accessory structures) and determines compliance with zoning land use codes and regulations. If appropriate, issues zoning approval for zoning and building permits.
- Responsible for interpreting and implementing all facets of Ch. 38 Zoning and Ch. 31.5 Signage code, as well as reviewing, applying and enforcing Board of County Commissioners, Planning & Zoning Commission, Board of Zoning Adjustment and Development Review Committee Conditions of Approval. Must also implement unique Planned Development regulations pertaining to over 700 PD's in unincorporated Orange County.
- Coordinates technical requirements with engineers, contractors, builders and property owners. Approves, suggests modifications, and calls for corrections to plans as necessary.
- Administers land use permit process for property without structures. Reviews Business Tax Receipt (BTR) applications to determine location and compliance with zoning codes and consistency with the County's Comprehensive Policy Plan.
- Attends and conducts meetings with various professional community groups. Assists the public in completing permit applications, reviews permit application for completeness and compliance with division requirements; checks legal descriptions, locations, and type of building activities.
- Responsible for maintaining the billboard database and map layer; billing and collecting payments for annual renewal and coordinating with Code Enforcement for site inspections prior to the issuance of any new billboard permit.
- Conducts research and prepares zoning verification letters for lenders, purchasers and others.
- Reviews for sufficiency and completeness of applications for Board of Zoning Adjustment, Alcoholic Beverage Licenses, Medical Marijuana Treatment Clinics (MMTC's), Pain Management Clinics, and Subdivision Determination Requests.
- Performs related duties as required.

Minimum Qualifications |
|
Bachelor's Degree in Planning, Public Administration, Engineering, Geography, Statistics, Physical Science or closely related field and four years of experience in planning and/or zoning fields; or an equivalent combination of education or experience.
