General Functions
This position provides administrative and supervisory assistance to the Division Manager in the area of administration, management of personnel, technology, and budget related issues. Assists in directing activities, programs and services of the Zoning Division to ensure the highest level of customer service is provided to the County and its citizens.
Work is performed with independence, sound professional judgment and initiative under the general direction of the Division Manager. Performance is evaluated through conference, observations, reports and achievement of desired results.

Representative Duties /Assignments |

- Performs the duties of the Division Manager in his/her absence including Development Review Committee (DRC) attendance.
- Responsible for customer service, employee recruitment and care components, which may include hiring, training, professional development, performance management, employee relations, and new employee orientation.
- Researches material and recommendations to assist in the administration of the zoning regulations. Investigates zoning codes and ordinances for Manager's review. Provides interpretations regarding land use issues.
- Reviews and approves correspondence such as reports, plans and agenda items for consistency and quality.
- Responds to and resolves matters brought forward by the Mayor's office, Commissioners offices, County Administration, Department Director, Deputy Director and all customer/constituents.
- Provides professional and technical support on all matters related to Orange County Code Chapters 38, 31.5 and 24.
- Participates in budget preparation and provides oversight and monitoring of fiscal activities; monitors and maintains asset inventory.
- Supervises and provides daily direction/oversight to the Division's primary functions including the following Zoning Division sections Board of Zoning Adjustment (BZA) Coordination, Permitting, Project Review and Research. Uses existing Department/Division metrics to monitor work load activities and adjust staffing assignments to address any work load issues.
- Researches, prepares and presents proposed Code amendments to the Planning and Zoning Commission and the Board of County Commissioners.
- Serves as a liaison with Information System Services (ISS) regarding technology matters to include in house training, support and necessary system enhancements.
- Serves as a liaison to our partner, the Government Service Center, ensuring that customer service scripts are up-to-date and modified after adoption of Code amendments.
- Prepares and makes presentations to various public, civic, boards and organizations.
- Performs other related duties as assigned.

Minimum Qualifications |
|
Bachelor's Degree from an accredited institution in Planning, Public Administration, Business Administration, or closely related field and five years increasingly responsible experience in zoning, planning, or development services to include two years of supervisory experience. |
|
Preferences |
|
Master's Degree from an accredited institution in Planning, Public Administration, Business Administration.
Experience in public, advisory or governing boards on land use regulations and issues.
Knowledgeable in Geographic Information System.
