MANAGER, CONSTRUCTION (CONVENTION CENTER)

General Functions
   Manage and design and construction of the Convention Center expansion projects.
 
Representative Duties /Assignments
  
  • Write the Project Scope of Service for consultants and contractors to be employed on a construction project. Evaluate proposals and make selections or recommendations. Represents the Director on Selection Committees. Negotiate contracts and fees.
  • Identify all costs involved in the design and construction of the Convention Center expansion projects. Prepare and administer budgets for all projects.
  • Serves as liaison to City, County, State and other agencies and authorities.
  • Interpret all contracts of the consultants and contractors working on the expansion projects.
  • Evaluate all change orders to determine if they are justified. Negotiate and finalize the terms, conditions and cost of change orders, if necessary take appropriate action against the responsible consultant/contractor.
  • Track the progress of all projects to ensure they stay on schedule. For projects behind schedule, devise and implement alternative plans of action.
  • Review and approve all pay applications for expansion project consultants, designers and contractors.
  • Ensure that actual and pending expenditures do not exceed the budget and devise, track and evaluate a project cash draw down schedule.
  • Negotiate terms, conditions and costs of all design and construction contracts.
  • Supervise staff and ensure that staff personnel review all construction activities, coordinate and interact with Convention Center staff and construction activities. Review and critique design plans prior to bid.
  • Monitor and document all activities, actions, correspondence and conversations with consultants and contractors.
  • Responsible for various personnel matters, to include hiring, discipline, training, and development, and performance appraisals.
  • Interact as required with permitting and regulatory agencies.
 
Minimum Qualifications
   Requires a Bachelor’s degree in Construction Engineering, Construction Management or Building Construction and five years experience as Project Manager or Superintendent managing construction projects from initial design to completion. Additional years of the specified experience may be substituted for the required education on a two-for-one basis.
