ENVIRONMENTAL SPECIALIST

General Functions
   Performs research, environmental studies, and environmental sampling and enforcement activities.

Distinguishing Characteristics of Work:

This is responsible technical and scientific work conducting enforcement investigations, research and studies related to environmental matters in support of the enforcement of environmental regulations and application of Orange County environmental programs.

An employee in a position assigned to this class of work conducts environmental sampling, specialized studies of environmental problems, develops appropriate supporting scientific research and makes recommendations as dictated by the results. The employee also conducts investigations of suspected non-compliance with pollution control regulations, determines responsibilities, recommends corrective action and conducts follow up surveillance to expedite compliance.

Work is performed under the direction of and assigned supervisor and is reviewed through conferences, reports and results achieved.
 
Representative Duties /Assignments
  
  • Performs sampling for all phases of environmental monitoring; i.e., water, soil, air, and foliage.
  • Plans and conducts study, surveys and researches specialized environmental materials and evaluates pertinent biological, chemical and microbiological data.
  • Evaluates the ecological and environmental effects of development.
  • Participates in all aspects of pollution advisorship and prepares scientific reports for public information.
  • Advises the general public regarding the handling and disposal of hazardous and toxic waste.
  • Participates in noncompliance investigations, fixes responsibilities and recommends and initiates citation action.
  • Documents investigations, maintains related records and prepares reports as required.
  • Participates in case preparation and presentation to the Environmental Protection Board and/or County Attorney’s Office.
  • Provides liaison with other county departments, local jurisdictions and state and federal agencies.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   Graduation from an accredited college or university with a Bachelor’s degree in Biology, Chemistry, Microbiology or a closely related field and two years of progressively responsible experience in environmental research or enforcement or an equivalent combination of closely related training or experience.

Based on are of assignment, may be required to possess and maintain a valid Florida Operator’s license.
