LABORATORY ADMINISTRATOR

General Functions
   Directs all activities associated with providing field sampling and laboratory services for the Environmental Protection Division. Implements special programs and research associated with these services.

Distinguishing Characteristics of Work

This is responsible professional work primarily overseeing that services are provided to the Division, other County divisions, local and state environmental regulating agencies.

A person in this position is responsible for project management by coordinating and administering all technical services performed by the field and laboratory for enforcement, compliance monitoring, ambient monitoring, and special projects for the principal investigators.

An employee assigned to this classification is responsible for preparing and providing the public with water quality data. This data may be in the form of simple lake updates or detailed scientifically oriented reports.

Work is performed under the supervision of the Division Manager and is reviewed through written reports and frequent discussions for compliance with established procedures and achievement of desired results.
 
Representative Duties /Assignments
  
  • Implements the Division’s Quality Assurance Program and the Comprehensive Quality Assurance Plan through compliance with State and Federal Regulations.
  • Participates in meetings with various divisions and external agencies dealing with related issues principally surface water quality.
  • Assesses data generated in the field and laboratory by preparation of technical written reports.
  • Implements the ambient surface water monitoring programs for Orange County lakes and streams.
  • Prepares the annual budget for field sampling and laboratory operations.
  • Responsible for various personnel duties.
  • Plans for future testing needs of the Division.
  • Ensures that the OSHA Safety Program is implemented.
  • Reviews all supply and equipment orders.
  • Provides water quality information to the public, consultants, and regulatory agencies.
  • Reviews all laboratory data on a daily and weekly basis for compliance with quality assurance guidelines, state and federal regulations.
  • Maintains a national computer database network for water quality.
 
Minimum Qualifications
   Graduation from an accredited college or university with Bachelor’s degree in Chemistry, Biology, or Microbiology and five years of progressively responsible experience in an environmental laboratory, to include two years of supervisory experience.
