FINANCIAL SPECIALIST

General Functions
   Provides loan coordination and financial analysis and evaluation for the County Housing Rehabilitation Program. Responsibilities may include preparation of legal documents, processing of loan and grant applications, and record keeping. Work is performed in the office and in field locations. Tasks involve extensive public contact, often with persons whose financial condition precludes the option of obtaining housing through normal channels. Under general supervision, employee must exercise tact, courtesy, reasonable initiative, and independent judgment in determining the proper course of action to take in each assigned case. Work is reviewed through conferences and results obtained.
 
Representative Duties /Assignments
  
  • Gathers pertinent housing information from applicants, conducts credit checks and contacts appropriate sources to confirm information gathered, calculates and advises applicants of eligibility for housing rehabilitation loans and grants, makes recommendations to other clients as to affordable housing alternatives available to them.
  • Counsels applicants on financial and budget matters and answers questions and resolves or refers housing complaints to proper agencies.
  • Gathers necessary information for preparation and submission of applications for housing rehabilitation assistance, performs case work to ascertain clear titles, conducts loan settlements, mortgage payoffs and closeouts, receives, records and disburses loan and grant proceeds.
  • Maintains records of housing activities conducted.
  • May supervise clerical personnel and financial specialists.
  • Prepares and delivers oral presentations to the public concerning processes, procedures, and purposes of various housing assistance programs.
  • Performs related work as required.
 
Minimum Qualifications
   Bachelor’s degree in Business Administration, Economics, Social Science or a related field plus one year experience in real estate, counseling or credit administration; or an equivalent combination of training and experience.
