ASSISTANT TO DIRECTOR, GROWTH MANAGEMENT

General Functions
   Provides assistance to the Director in the administration of the Department by developing policies and procedures, coordinating cross-departmental activities and completing special projects. Also assists the Director by coordinating activities related to development and growth such as community redevelopment, transportation issues, economic development, Enterprise Zones, land use and environmental land acquisitions, and public hearing agenda items.
 
Representative Duties /Assignments
  
  • Performs professional work providing support to the Department Office and the five Divisions in the Growth Management Department.
  • Interacts and communicates with various groups and individuals including County Administration, Department Directors, Division Managers, employees, regulatory agencies, consultants, contractors, professional organizations, state departments, the public, and customers.
  • Prepares, coordinates and reviews consent agenda items and discussion reports for approval by the Director and placement on the agenda. Coordinates the preparation of amendments to County ordinances and regulations as directed.
  • Assists in formulating goals and objectives for long and short-range general planning for the Department. Also coordinates the completion of special projects as assigned including activities requiring inter-divisional and cross-departmental coordination.
  • Leads the County’s community redevelopment efforts. Meets with representatives of the development community and other agencies outside the county for coordination purposes. Participates in County-wide processes for reviewing prospective Community Redevelopment Agency (CRA’s) and reporting progress within existing CRA’s to County Administration and the Board. Assists with monitoring activities related to CRA’s by outside agencies and leads an interdepartmental CRA coordination team to manage CRA activities for the County.
  • Leads coordination efforts with area transportation agencies such as the Expressway Authority, FDOT and METROPLAN Orlando regarding needed transportation improvements to accommodate well-planned growth.
  • Acts as lead county liaison on transit efforts. Leads the “Transit Initiative Tracking and Planning Committee,” which is responsible for identifying processes and establishing policies for the promotion of alternative modes of transportation during land development reviews and comprehensive plan amendments.
  • Leads coordination efforts on environmental land acquisitions with EPD, PW, REM, and Capital Projects to ensure that environmental land acquisition activities and uses are administered efficiently and appropriately.
  • Participates in research and policy development activities involving the impacts of population, land use, transportation, urban design, and infrastructure improvements on future economic development.
 
Minimum Qualifications
   Bachelor’s degree from an accredited institution or university with a major in Business or Public Administration, Government, Planning or a closely related field and five (5) years experience in project management or planning; or an equivalent combination of relevant education, experience and training.
