SENIOR HR ADMINISTRATIVE ANALYST

General Functions
   This position performs professional and administrative work providing support services in the development and administration of countywide Human Resource Programs.

Work requires independent judgment and is performed under the general supervision of the Human Resources Director or Compensation & Benefits Advisor, based on position assignment.
 
Representative Duties /Assignments
   Essential Tasks – HRD Administration
  • Supports the Human Resources Director in a variety of professional human resources projects and initiatives such as policy development, federal mandates and the development of agenda items.
  • Researches current HR industry trends, initiatives and best practices.
  • Researches and analyzes County workforce trends and recommends revisions to policies, processes and practices.
  • Works with County Senior staff, HR Administrators and staff to collect, analyze, verify and organize complex data for Board presentations.
  • Drafts technical reports and other documents for presentation and distribution to management, employees, citizens and/or community partners.
  • Develops customer service surveys. Tracks, analyzes and reports feedback regarding customer service deliver.
  • Represents the Director, as needed, on various teams or committees.
Essential Tasks – HRD Compensation & Benefits Section
  • Provides Human Resources services and support report County Administration Divisions
  • Consults with department hiring authorities to identify employee turnover trends and future staffing needs, and develop recruitment strategies and assessment methods and tools.
  • Administers recruitments to include screening applications, developing Performance Based Interviews assessments, participating on panel interviews and coordinating the pre-employment process for selected candidates.
  • Counsels managers and supervisors regarding discipline related issues. Reviews and revises discipline related communications.
  • Attends pre-determination hearings and grievances on behalf of Central HR.
  • Administers and responds to Family Medical Leave (FML) requests for departmental employees, and ensures accurate tracking in People Soft.
  • Responds to and researches countywide recruitment challenges and complaints, posting issues and interprets bargaining agreements as related to recruitment issues.
  • Works with Human Resources Information Systems (HRIS) to identify and investigate procedural problems, issues and provides recommendations for resolution.
  • Serves as County’s Family Medical Leave (FML) subject matter expert. Assists Department HR representatives in answering questions and resolving complex FML issues.
  • Assists with policy and process review and program revisions for FML, Employee Leave Bank and related HR programs.
  • Provides assistance and support with Countywide ADA and accommodation requests.
 
Minimum Qualifications
   Requires a Bachelor’s degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four (4) years of professional (FLSA exempt level) human resources experience in benefits, or in an HR generalist role; or, a Master’s degree from an accredited institution in Human Resources Management, Business, Public Administration, or closely related field may be substituted for up to two (2) years of the required experience.
