This position performs professional work providing consultative and support services in the development, deployment and administration of Countywide benefit programs. This position provides training to HR staff on Benefit related items.
Work requires independent judgment and is performed under the general supervision of the Benefits & Wellness Administrator.

| Representative Duties /Assignments |
| |
- Serves as lead subject matter expert in benefits program development efforts and coordinates the administration of benefits programs by providing training and guidance to HR staff and participating agencies.
- Serves as the Benefits group supervisor for daily operations inclusive of any onsite insurance company benefit representatives.
- Assists in the analysis of plan cost/utilization and trends to provide recommendations for plan design.
- Provides technical research and interpretation of benefit plan provisions.
- Facilitate resolution of escalated employee/member issues and questions
- Work closely with external parties including the County's benefits consultant, broker, and plan providers.
- Coordinates and oversees the annual benefits open enrollment.
- Coordinates and administers Retiree / COBRA annual enrollment and retiree information sessions.
- Maintains knowledge of software systems and process flows to support the enrollment and payroll functions.
- Assists with the design and execution of the communications strategy to enable effective utilization of the County's benefits programs and promote a healthier workforce.
- Maintains knowledge of and analyzes government regulations and benefit program trends.
- Other duties as assigned.

| Minimum Qualifications |
| |
Bachelor's degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four years of benefits administration, program and project management experience to include benefits planning and/or design. |

Master's degree from an accredited institution or Certification in Employee Benefits (CEBS). |
