This position performs professional work providing consultative and support services in the development and administration of countywide Employee Relations & Training Programs.
Work requires independent judgment and is performed under the general supervision of the Training & Employee Relations Administrator.

| Representative Duties /Assignments |
| |
- Leads program development efforts and provides training, support and direction for Employee Relations & Training.
- Conducts assessments to identify organizational training and development needs.
- Designs and facilitates training programs to meet identified training and development needs.
- Researches, evaluates and recommended external training tools, programs and/or resources.
- Develops and coordinates all departmental special training programs.
- Researches and recommends interventions to address employee relations issues.
- Reviews, develops, recommends and communicates County policy and procedures. Provides management and employee training to ensure understanding and consistent application.
- Oversees and regulates the discipline, predetermination and grievance processes.
- Serves as lead subject matter expert in Employee Relations & Training.
- Prepares communications and briefings for County management and staff.
- Consults with supervisors and employees and provides interpretation of County policies and practices.
- Functions as a liaison between the department, human resources and other County departments.

| Minimum Qualifications |
| |
Requires a Bachelor’s degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four (4) years of professional (FLSA exempt level) human resources experience in training and/or employee relations. |

Master’s degree from an accredited institution and professional certification in a related area. |
