An employee in this position performs professional work and is responsible for developing and recommending policies, procedures and regulations, responding to and overseeing employee/labor relation concerns, assisting/participating in union negotiations, monitoring compliance and ensuring that County-wide policies, practices and procedures comply with federal, state and county rules and regulations.
Work requires ability to work independently and as part of a team and interact effectively with others. Duties are performed under the general supervision of the Compliance & Employee/Labor Relations Administrator.

| Representative Duties /Assignments |

- Assumes responsibility for the Administrator in his/her absence.
- Assists and provides input on employee and labor management issues.
- Assists in and participates in collective bargaining unit meetings and contract negotiations. Partners with outside counsel, the County Attorney's Office and HR Compensation to conduct research, provide analysis and data needed by the bargaining team to develop proposals and to assess the effect of union proposals on the County.
- Assists in developing strategies that lead to the successfully negotiation of collective bargaining agreements that improve labor relations with respect to benefits, wages, grievances and employee welfare.
- Reviews and researches laws and procedures applicable to Orange County and provides training to HR staff in conjunction with the Organizational Development & Training Section.
- Develops, reviews, analyzes and revises Administrative Regulations, Orange County Policy, Operational Regulations, and departmental and county-wide operating procedures; coordinating, consolidating and editing up through publication; and assisting with developing new and improved processes.
- Provides advice, assistance, guidance and recommendations to management, HR staff and employees regarding complaints, discipline actions, all levels of employee grievances and predetermination hearings; may be responsible for gathering information; reporting findings, and mediating workplace conflicts.
- Advises management on strengths and weaknesses of grievances and predetermination cases and the probability that management's position will be upheld.
- Responds effectively to oral and written inquiries from managers and human resource staff about contract terms or interpretations based on established human resource and labor relations policy and practice.
- Coordinates or advises management personnel in the investigation of employee misconduct: assists in investigatory meetings; reviews findings and conclusions; recommends or reviews proposed disciplinary action and memoranda.
- Conducts exit interviews with separating employees.
- Analyzes data and develops reports for activities managed or monitored by the section.
- Maintains confidentiality.
- Establishes and maintains effective working relationships in a pleasant and positive manner with a variety of people in a multi-cultural, diverse socio-economic setting.
- Performs other related duties as required.

| Minimum Qualifications |
| |
Bachelor's degree from an accredited institution in Human Resources Management, Business or Public Administration, or a closely related field and four years of professional level human resources experience in policy development, employee relations, or union negotiations; or a Master's degree from an accredited institution in Human Resources Management, Business or Public Administration, or closely related field may be substituted for up to two (2) years of the required experience.
Excellent writing, communication and reporting skills
